Encourages the Member States and regional governments with legislative powers in education to promote the concept of European Schools on their territory by organising campaigns to increase awareness of European education, promoting the European baccalaureate and creating pilot establishments, as provided for in the 2009 reform, with the aim of opening up the system with a view to promoting access to European studies and the European baccalaureate throughout the Member States;

Kernpunt van de hervorming is de openstelling van het systeem van Europese Scholen. Dit houdt in dat nationale scholen geaccrediteerd kunnen worden door de Raad van bestuur, zodat zij het Europese lesprogramma kunnen aanbieden en het Europese baccalaureaat kunnen uitreiken. De Commissie ziet daarin een dubbele kans voor de Belgische staat om enerzijds de infrastructuurproblemen op te lossen en anderzijds het pedagogische aanbod te verrijken door aan meer leerlingen een Europees curriculum te kunnen aanbieden.
As part of the ongoing discussions concerning the reform of the European schools, the Commission has repeatedly invited the Belgian authorities to participate in a pilot project designed to offer the European Baccalaureate in local schools. In its view, this move represents a twofold opportunity for the Belgian State, both in terms of infrastructure and in terms of broadening the scope of education, by making it possible to deliver a European curriculum to a greater number of pupils.

Following the presentation given by the Swedish Presidency of the European Schools, the Commissioner responsible for administrative affairs, Siim Kallas, welcomed the positive outcome of the ambitious reform process begun in 2005 at the instigation of the Commission and Parliament, and urged the Member States to disseminate the curriculum and the European Baccalaureate as widely as possible in their national schools.
