If the experience of the Committee of Inquiry into the Community Transit System (henceforth the "Committee of Inquiry") is indicative, actual fraud levels are far higher than those reported to the Commission through official channels.

Welcomes the initiatives announced in the 1997 Work Programme to establish a "Community intelligence and forward planning cell" and a centralised intelligence database in the customs field; notes that these proposals respond to recommendation 3 of the Committee of Inquiry into the Community Transit System; asks that similar initiatives be taken in respect of the expenditure side of the budget in the Commission's 1998 Work Programme;

The Regulation forms part of the reform of the transit procedures following the Commission Action Plan for transit in Europe which was drawn up partly in response to the findings of the European Parliament's temporary committee of enquiry into Community transit procedures.

It follows the Commission's Action Plan for transit in Europe, which was drawn up partly in response to the findings of the European Parliament's temporary committee of enquiry into Community transit procedures.

1.5. Deze onmiskenbare crisis van het douanevervoer, waarop in 1995 en 1996 door de Commissie in drie mededelingen aan het Europees Parlement en de Raad en in 1994 door de Rekenkamer in haar rapport over het douanevervoer de aandacht werd gevestigd, werd ook door het Parlement en zijn tijdelijke enquêtecommissie voor het communautair douanevervoer als zodanig onderkend. Zij heeft er mede voor gezorgd dat zowel de beheerders als de gebruikers van deze regelingen zich bewust werden van de urgentie van het probleem en van de noodzaak van een radicale hervorming om het douanevervoer in Europa te redden, met name door de economische voordelen en de veiligheid van de procedures te herstellen en deze te voorzien van mechanismen ter bescherming van de belangen van alle betrokkenen.
1.5. This alarming state of affairs, highlighted by the Commission in three communications to Parliament and the Council in 1995 and 1996 and by the Court of Auditors in its report on transit in 1994, was confirmed by Parliament's Committee of inquiry into the Community transit system, which greatly contributed to convincing the system's administrators and users of the urgent need for radical action to save customs transit in Europe, to restore the economic advantages of the system and make it more secure again by providing mechanisms which would ensure better protection against the risks involved.

The Commission has drawn up this Action Plan to reform the Community transit procedure in response to recent findings of the European Parliament's temporary committee of enquiry on fraud in this area, given that loss of customs duties, VAT and excise duties has risen sharply and reached 1.27 billion ECU for the period 1990-1996.
