Omschrijving: Het essentiële kenmerk bestaat uit zich herhalende dwanggedachten of dwanghandelingen. Dwanggedachten zijn ideeën, beelden of impulsen die in stereotiepe vorm steeds maar weer de gedachten van de betrokkene binnendringen. Ze zijn vrijwel onveranderlijk verontrustend en de betrokkene tracht dikwijls, zonder succes, zich ertegen te verzetten. Ze worden evenwel herkend als zijn of haar eigen gedachten, ondanks hun onwillekeurige en vaak weerzinwekkende aard. Dwanghandelingen of rituelen zijn stereotiepe gedragingen die steeds maar weer worden herhaald. Ze zijn niet aangenaam op zichzelf en leiden ook niet tot de voltooiing van op zichzelf nuttige taken. Definition: The essential feature is recurrent obsessional thoughts or compulsive acts. Obsessional thoughts are ideas, images, or impulses that enter the patient's mind again and again in a stereotyped form. They are almost invariably distressing and the patient often tries, unsuccessfully, to resist them. They are, however, recognized as his or her own thoughts, even though they are involuntary and often repugnant. Compulsive acts or rituals are stereotyped behaviours that are repeated again and again. They are not inherently enjoyable, nor do they result in the completion of inherently useful tasks. 2. 2. Where a national accreditation body has not undergone the complete peer evaluation process before 31 December 2014, Member States shall accept the accreditation certificates of verifiers accredited by that national accreditation body provided the body recognised under Article 14 of Regulation (EC) No 765/2008 has started a peer evaluation for that national accreditation body and it has not identified any non-compliance of the national accreditation body with this Regulation.

National accreditation bodies that demonstrate conformity with this Regulation and that have already successfully undergone peer evaluation organised by the body recognised under Article 14 of Regulation (EU) No 765/2008 should be presumed to fulfil the procedural requirements imposed on national accreditation bodies such as requirements on the structure of a national accreditation body, setting up a competence process, setting up the necessary procedures and management system and arrangements to safeguard the confidentiality of information obtained and should be exempted from undergoing a new peer evaluation following the entry into force of this Regulation.

3. De overeenkomstig artikel 14 van Verordening (EG) nr. 765/2008 erkende instantie publiceert het resultaat van de collegiale toetsing van een nationale accreditatie-instantie en deelt dit mee aan de Commissie, de nationale autoriteiten die verantwoordelijk zijn voor de nationale accreditatie-instanties in de lidstaten en de bevoegde autoriteit van de lidstaten of aan het in artikel 69, lid 2, bedoelde contactpunt.
3. The body recognised under Article 14 of Regulation (EC) No 765/2008 shall publish and communicate the outcome of the peer evaluation of a national accreditation body to the Commission, the national authorities responsible for the national accreditation bodies in the Member States, and the competent authority of Member States or the focal point referred to in Article 69(2).
