Overwegende dat de exploitatie van zeehonden en andere soorten, mits die plaatsvindt in overeenstemming met hun vermogen deze exploitatie te weerstaan en met inachtneming van het natuurlijke evenwicht, natuurlijk en gewettigd is en in bepaalde gebieden van de wereld een belangrijk aspect van de traditionele levenswijze en de economie vormt; dat bij de traditionele jacht van de Eskimobevolking zeehondejongen ongemoeid blijven en dat bijgevolg dient te worden voorkomen dat de belangen van die bevolkingsgroep worden geschaad;
Whereas the exploitation of seals and of other species, depending upon their capacity to withstand such exploitation and with due respect for the balance of nature, is a natural and legitimate occupation and in certain areas of the world forms an important part of the traditional way of life and economy; whereas hunting, as traditionally practised by the Inuit people, leaves seal pups unharmed and it is therefore appropriate to see that the interests of the Inuit people are not affected;
