TRADUCTIONS EN CONTEXTE

ESR 2010 is een herziening van ESR 95 en daarom moeten nieuwe verwijzingen worden opgenomen in Verordening (EG) nr. 479/2009.

Met het oog op de tijdige en correcte indiening van de jaarlijkse en driemaandelijkse op het ESR gebaseerde overheidsgegevens overeenkomstig het ESR-indieningsprogramma beschikken de lidstaten over systemen voor overheidsboekhouding die het toerekeningsbeginsel toepassen en volledig en coherent alle subsectoren van de overheid als omschreven in Verordening (EG) nr. 2223/96 (ESR 95) bestrijken▐.
1. To ensure the timely and accurate reporting of annual and quarterly ESA-based government data as required by the ESA transmission programme, Member States shall have in place public accounting systems, applying the accrual basis of accounting and comprehensively and consistently covering all sub-sectors of general government as defined by Regulation (EC) No 2223/96 (ESA 95)▐.

In geval van herziening van het ►M2 ESR 2010 ◄ of van aanpassing van de methoden ervan, waarover door het Europees Parlement en de Raad of door de Commissie wordt beslist overeenkomstig de bij het Verdrag en bij Verordening (EG) nr. 2223/96 vastgestelde bevoegdheids- en procedurevoorschriften, neemt de Commissie in de artikelen 1 en 3 van de onderhavige verordening de nieuwe verwijzingen naar het ►M2 ESR 2010 ◄ op.
In the event of a revision of ►M2 ESA 2010 ◄ or of an amendment to its methodology decided on by the European Parliament and the Council or the Commission in accordance with the rules of competence and procedure laid down in the Treaty and in Regulation (EC) No 2223/96, the Commission shall introduce the new references to ►M2 ESA 2010 ◄ into Articles 1 and 3 of this Regulation.

The Council decision was based on the European System of Integrated Economic Accounts (ESA 79), for it was not possible at that time to incorporate the latest changes to statistical methodology introduced by Council Regulation (EC) No 2223/96 on the European system of national and regional accounts in the Community (ESA 95).

It was decided as far back as 2000 that, with effect from the 2002 budget year, the new European System of Integrated Economic Accounts (ESA 95, replacing ESA 79) would be applied in calculating GNP, which would henceforth be known as GNI.

Whereas it is appropriate that the best quality data are used for the purposes of the EU budget and its own resources; whereas the application, upon the entry into force of a new decision repealing Council Decision 94/728/EC, Euratom, of the new system of integrated economic accounts in accordance with Council Regulation 2223/96 (ESA 95) will improve the quality of measurement of national accounts data; whereas the use of the new system might result in a change in the maximum amount of resources made available to the EU corresponding to the GNP ceilings expressed as a percent of GNP; whereas it is appropriate to adapt the ceiling expressed as a percent of GNP so as to maintain unchanged the amount of financial resources put at the disposal of the Union; whereas reliable estimates of EU GNP according to both the ESA 95 and the ESA second edition will become available with some delay; whereas it is appropriate to establish a formula for the determination of the new ceilings to be used in connection with the GNP calculated according to ESA 95, to be applied at the time of entry into force of the current Decision;
