F. overwegende dat een Moskouse rechtbank op 4 maart 2015 een nieuw beroep van Nadiia Savchenko heeft verworpen dat zij had ingediend tegen haar illegale opsluiting door de Russische Federatie en waarbij zij verwees naar haar immuniteit als lid van de Parlementaire Vergadering van de Raad van Europa (PACE); overwegende dat mevrouw Savchenko op 4 maart al 82 dagen in hongerstaking was, en overwegende dat zij na een zo lange periode het risico loopt op blijvende schade aan haar gezondheid of zelfs de dood; overwegende dat zes maanden zijn verlopen sinds de ontvoering van de Estische politieofficier Eston Kohver op Estisch grondgebied door de Russische veiligheidsdiensten, in strijd met het internationale recht; overwegende dat hij nog altijd onrechtmatig in hechtenis wordt gehouden in de Lefortovo-gevangenis te Moskou; overwegende dat hij ontoereikende juridische bijstand ontvangt, dat hem het recht is ontzegd op een eerlijk proces en dat hij gedwongen en zonder rechtvaardiging een psychiatrisch onderzoek moet ondergaan, waarvan de details geheim blijven;
F. whereas on 4 March 2015 a Moscow court rejected another appeal from Nadiia Savchenko against her illegal detention by the Russian Federation, lodged with reference to her immunity as a member of the Parliamentary Assembly of the Council of Europe (PACE); whereas by 4 March Ms Savchenko had been on hunger strike for 82 days, and whereas, after such an extended period of time, she faces the risk of permanent damage to her health, or death; whereas six months have passed since the abduction of Estonian police officer Eston Kohver by the Russian security services on Estonian territory, in violation of international law; whereas he continues to be illegally detained in Lefortovo prison in Moscow; whereas he is not receiving adequate legal aid, has been deprived of his right to fair proceedings and has been ordered to undergo an unjustified psychiatric examination, the details of which remain unknown;

1. This Agreement shall be drawn up in duplicate in the Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Italian, Latvian, Lithuanian, Polish, Portuguese, Slovak, Slovenian, Spanish and Swedish languages, each of these texts being equally authentic.

Deze overeenkomst is opgesteld in twee exemplaren in de Deense, de Duitse, de Engelse, de Estische, de Finse, de Franse, de Griekse, de Hongaarse, de Italiaanse, de Letse, de Litouwse, de Nederlandse, de Poolse, de Portugese, de Sloveense, de Slowaakse, de Spaanse, de Tsjechische en de Zweedse taal, zijnde alle teksten gelijkelijk authentiek.

Supports the view that further development of Estonian language skills within the mainly Russian-speaking ethnic minority groups is important; is concerned, therefore, about the persistent difficulties in ensuring easy access to Estonian language training of sufficient quality, in particular in the North-Eastern part of the country, where it is most needed;
