Teneinde de belastingquote van de ontwikkelingslanden aanzienlijk op te trekken[20] moet de steun van de EU voor het opzetten van duurzame belastings- en douanestelsels worden versterkt door een alomvattende aanpak van belasting- en douanediensten en -hervormingen.

Is concerned about the negative indications regarding Ukraine's business and investment climate resulting from various institutional and systemic deficiencies such as barriers to market entry, administrative permits, the excessive number of administrative inspections, untransparent tax and customs systems and poor administration, the unstable and untransparent legal system and its poor functioning, weak and corrupt public administration and judiciary, weak contract enforcement and insufficient property rights protection, underdevelopment and monopolisation of infrastructure; urges the Ukrainian Government to accelerate the reform process in order to eliminate the above obstacles to free and fair business and trade;

Emphasises that European taxation and customs policies should be adjusted in order to enhance the competitiveness of the outermost regions' economies and that the existence of appropriate tax and customs frameworks is of paramount importance to the diversification of economic activity and the creation of sustainable jobs in the ORs;

WHERE , ON EXPIRY OF THE TIME LIMIT APPOINTED PURSUANT TO ARTICLES 6 , 7 OR 8 RESPECTIVELY , THE GOODS HAVE NOT BEEN THE SUBJECT OF A DECLARATION FOR THE PURPOSE OF PLACING THEM UNDER A CUSTOMS PROCEDURE OR HAVE NOT BEEN REDISPATCHED OUT OF THE COMMUNITY , THE COMPETENT NATIONAL AUTHORITIES SHALL TAKE THE NECESSARY MEASURES TO PLACE THEM FORTHWITH BY OFFICIAL ACTION UNDER A CUSTOMS PROCEDURE .

Tenzij de in artikel 2 bedoelde goederen reeds onder een douanestelsel staan of terstond onder een douanestelsel worden gebracht , moet daarvan een summiere aangifte worden gedaan op de in lid 2 voorgeschreven wijze .
A SUMMARY DECLARATION SHALL BE LODGED IN RESPECT OF THE GOODS TO WHICH ARTICLE 2 APPLIES IN ACCORDANCE WITH PARAGRAPH 2 , UNLESS THEY HAVE ALREADY BEEN PLACED UNDER A CUSTOMS PROCEDURE OR ARE IMMEDIATELY SO PLACED .
