As you will recall, on 16 April 2008 the Central African Republic entered into an Agreement on the status of the European Union-led forces in Chad and in the Central African Republic (EUFOR Tchad/RCA) in accordance with United Nations Security Council Resolution 1778 (2007).

Expresses its concern at the rebel offensive in N'Djamena, the capital of Chad, at the beginning of February 2008; highlights the importance of EU involvement in increasing diplomatic pressure for a ceasefire in Chad to protect beleaguered civilians and in supporting discussions aimed at peace and national reconciliation in that country; condemns the crackdown on political opponents in N'Djamena by the Chadian government after February's coup attempt; urges the Council to do its utmost to ensure freedom of the political opposition in Chad; underscores the gravity of the crisis concerning refugees and internally displaced persons (IDPs) in eastern Chad, where over 400 000 refugees and IDPs are being hosted in 12 camps along Chad's eastern border; welcomes the establishment of the peace-keeping mission European Union Force in the Republic of Chad and the Central African Republic (EUFOR TCHAD/RCA) and its vital objective of protecting refugees, IDPs and humanitarian personnel in this crisis region;

14. Acknowledges the usefulness of the ESDP EUFOR TCHAD/RCA mission for guaranteeing, with impartiality and the strictest neutrality, the safety of camps for refugees and displaced persons and of humanitarian organisations; regrets that its composition does not sufficiently reflect the diversity of the European Union, and calls on the Member States which have not yet done so to contribute to providing the necessary troops and matériel so as to guarantee its European identity; calls on the Member States and the Council to take the gender and human rights dimensions into consideration when the mission is carried out;

Na de aanneming van resolutie 1778 (2007) van de VN-Veiligheidsraad, waarin de inzet van een multidimensionale aanwezigheid in Tsjaad en de Centraal-Afrikaanse Republiek is goedgekeurd en aan de EU toestemming is verleend om het militaire element daarvan te leveren, zal de EU gedurende één jaar, te rekenen vanaf de datum waarop het initieel operationeel vermogen bevestigd is, in het kader van het Europees Veiligheids- en Defensiebeleid een overbruggende militaire operatie (EUFOR TCHAD/RCA) uitvoeren in het oosten van Tsjaad en in het noordoosten van de Centraal-Afrikaanse Republiek.
Following the adoption of UN Security Council Resolution 1778 (2007), which approves the deployment in Chad and the Central African Republic of a multidimensional presence and authorizes the EU to provide the military element of it, the EU will conduct a bridging military operation in Eastern Chad and North Eastern Central African Republic (EUFOR TCHAD/RCA) in the framework of the European Security and Defence Policy, for a period of one year from the date that its initial operational capability is declared.
