Welcomes the EU’s efforts within the framework of its two missions – EUSEC RD Congo and EUPOL RD Congo – to consolidate the rule of law in this country; notes, however, that the two missions are too small given the magnitude of their respective tasks, and that the active collaboration of the Congolese authorities is needed in order to achieve tangible results;

Recalls the mass gang rape that took place from 30 July to 4 August, in the eastern Congo mining district, that at least 8300 rapes were reported last year in eastern Congo and that at least 1244 women reported being raped in the first quarter of 2010, which is an average of 14 rapes per day; urges both EU missions in RD Congo, EUPOL RD Congo and EUSEC RD Congo to make the fight against sexual violence and the participation of women one of its priorities in the context of the effort to reform the Congolese Security Sector;

On 12 June 2007, the Council adopted Joint Action 2007/405/CFSP (1) establishing a European Union police mission undertaken in the framework of reform of the security sector (SSR) and its interface with the system of justice in the Democratic Republic of the Congo (EUPOL RD Congo) (hereinafter referred to as ‘EUPOL RD Congo’ or ‘the Mission’).

36. Is concerned by the stepping-up of violence and conflict in the Democratic Republic of the Congo (DRC), which could result in a major humanitarian crisis; calls on all the parties, including government troops, to cease the indiscriminate violence and violations of human rights involving the civilian population, to re-engage in the peace negotiations launched in Goma and Nairobi and to endorse the programme adopted by the DRC National Assembly; believes that the EU's engagement in the DRC must go beyond the technical assistance provided by the EU Security Sector Reform Mission (EUSEC RD Congo) and the EU Police Mission (EUPOL RD Congo) and must result in the provision of tangible support to the UN peacekeeping mission, which has so far proved unable to stop the violence;

The Political and Security Committee shall, on the basis of a report by the General Secretariat of the Council, presented at the latest in March 2008, agree recommendations to the Council for a decision to be taken as to whether the two missions, namely EUSEC RD Congo and EUPOL RD Congo, should become a single mission.

4. Overeenkomstig zijn taakomschrijving waakt de SVEU over de samenhang van de door de missie EUPOL RD Congo en de missie EUSEC RD Congo ondernomen activiteiten.
