TRADUCTIONS EN CONTEXTE

Overeenkomstig Verordening (EG) nr. 2667/2000 legt de Commissie de Raad een verslag voor over de toekomst van het mandaat van het Europees Bureau voor wederopbouw.
Regulation (EC) No 2667/2000 provides for a report from the Commission to the Council on the future of the mandate of the European Agency for Reconstruction.

In dit verslag stelde de Commissie voor het Europees Bureau voor wederopbouw te ontmantelen, maar het, met inachtneming van het bestaande mandaat en statuut, voor twee jaar te verlengen, tot 31 december 2008, en om in het kader van CARDS de activiteiten ervan geleidelijk aan stop te zetten.
In that report, the Commission proposed to discontinue the European Agency for Reconstruction, but nevertheless to extend its existence for two years, until 31 December 2008, with its current mandate and status, so as to phase out its activities under the CARDS programme.

Het Europees Bureau voor wederopbouw voert de in Verordening (EG) nr. 2666/2000 (2) genoemde communautaire bijstand uit in Servië en Montenegro met inbegrip van Kosovo, zoals gedefinieerd in Resolutie nr. 1244 van de Veiligheidsraad van de Verenigde Naties van 10 juni 1999, en in de Voormalige Joegoslavische Republiek Macedonië.
The European Agency for Reconstruction implements Community assistance provided for in Regulation (EC) No 2666/2000 (2) in Serbia and Montenegro, including Kosovo as defined by United Nations Security Council Resolution 1244 of 10 June 1999, and in the former Yugoslav Republic of Macedonia.

Het mandaat van het Europees Bureau voor wederopbouw dient derhalve te worden verlengd tot 31 december 2006.
Consequently, the mandate of the European Agency for Reconstruction should be prolonged until 31 December 2006.

Sinds 1 november 2001 is het Europees Bureau voor wederopbouw namelijk verantwoordelijk voor de tenuitvoerlegging van programma's onder de kaderovereenkomst van 13 augustus 2001, en sinds 1 januari 2002 heeft het Bureau de verantwoordelijkheid voor andere lopende programma's op zich genomen.
Given the fact that the 2001 report by the EAR will be submitted sometime this year, and that it will partly cover FYROM, because as of 1 November 2001 the EAR has been delegated the implementation of the programmes covered by the Framework Agreement of 13 August 2001, and as of 1 January 2002, the EAR has assumed responsibility for other ongoing programmes, it is desirable to access the 2000 Report in the light of these developments.

3. Impresses on the director of the European Agency for Reconstruction the importance of respecting the provisions laid down by Council regulation (EC) 2667/2000 of 5 December 2000 on the European Agency for Reconstruction , regarding informing the European Parliament, including the presentation of a quarterly activity report (Article 5(5));

Te dien einde wordt het Europees Bureau voor wederopbouw opgericht, de instantie die in dit verband belast wordt met de uitvoering van het CARDS-programma, hierna "Bureau” genoemd, dat ten doel heeft de in de eerste alinea bedoelde bijstand ten uitvoer te leggen onder de bevoegdheid van de Commissie, die voor het beheer van het bureau verantwoordelijk zal zijn tegenover het Europees Parlement, de Rekenkamer en OLAF .
The European Agency for Reconstruction, the authority designated, in this respect, as the implementing authority for the CARDS Programme, hereinafter referred to as the 'Agency', shall be set up to that end with the aim of implementing the assistance referred to in the first subparagraph under the responsibility of the Commission which will be responsible for the Agency's management before the European Parliament, the Court of Auditors and OLAF.
