Gezien de grote technische verschillen tussen de verschillende types machines – die gaan van eenvoudige, met de hand bediende toestellen tot door geschoold personeel bestuurde machines – werd een deel van de amendementen niet goedgekeurd en werd beslist ze te zullen opnemen in door het Europees Comité voor Normalisatie in opdracht van de Europese Commissie ontwikkelde normen.
In view of the large technical differences between different types of machine — from simple, hand-operated ones to those operated by qualified personnel — some of the amendments were not adopted and it was decided that they will be contained in standards developed by the European Committee for Standardization at the request of the Commission.

(17) Overwegende dat deze richtlijn derhalve alleen algemene fundamentele eisen op het gebied van veiligheid en gezondheid geeft, die worden aangevuld met een reeks meer specifieke voorschriften voor bepaalde categorieën machines; dat het, om het voor de fabrikanten gemakkelijker te maken aan te tonen dat is voldaan aan de fundamentele eisen, gewenst is dat er op Europees niveau geharmoniseerde normen op het gebied van risicopreventie bij het ontwerp en de bouw van machines zijn die tevens de controle op de overeenstemming met de fundamentele eisen mogelijk moeten maken; dat deze op Europees niveau geharmoniseerde normen worden opgesteld door particuliere instellingen en dat zij hun karakter van niet-verbindende tekst dienen te behouden; dat de Europese Commissie voor Normalisatie (CEN) en het Europees Comité voor Elektrotechnische Normalisatie (Cenelec) daartoe erkend zijn als bevoegde instellingen voor de vaststelling van geharmoniseerde normen overeenkomstig de op 13 november 1984 ondertekende algemene richtsnoeren voor de samenwerking tussen de Commissie en deze beide instellingen; dat in deze richtlijn onder een geharmoniseerde norm wordt verstaan een technische specificatie (Europese norm of harmonisatiedocument) die door één van beide of beide instellingen is aangenomen in opdracht van de Commissie, overeenkomstig de bepalingen van Richtlijn 83/189/EEG (4), en uit hoofde van bovengenoemde algemene richtsnoeren;
(17) Whereas, therefore, this Directive defines only the essential health and safety requirements of general application, supplemented by a number of more specific requirements for certain categories of machinery; whereas, in order to help manufacturers to prove conformity to these essential requirements and in order to allow inspection for conformity to the essential requirements, it is desirable to have standards harmonised at European level for the prevention of risks arising out of the design and construction of machinery; whereas these standards harmonised at European level are drawn up by private-law bodies and must retain their non-binding status; whereas for this purpose the European Committee for Standardisation (CEN) and the European Committee for Electrotechnical Standardisation (Cenelec) are the bodies recognised as competent to adopt harmonised standards in accordance with the general guidelines for cooperation between the Commission and these two bodies signed on 13 November 1984; whereas, within the meaning of this Directive, a harmonised standard is a technical specification (European standard or harmonisation document) adopted by either or both of these bodies, on the basis of a remit from the Commission in accordance with the provisions of Directive 83/189/EEC (4) and on the basis of general guidelines referred to above;
