TRADUCTIONS EN CONTEXTE

Voor de beveiliging van netwerken en informatie zal een snelle oprichting van het Europees agentschap voor netwerk- en informatiebeveiliging, die nu bij de Raad en het Europees Parlement in behandeling is, een belangrijke stap voorwaarts zijn.
For network and information security the rapid adoption of the European Network and Information Security Agency, now on the table of Council and European Parliament, will be an important step forward.

Om de Gemeenschap, de lidstaten en uiteindelijk ook het bedrijfsleven beter in staat te stellen problemen op het gebied van netwerk- en informatieveiligheid te voorkomen, bestrijden en op te lossen, is in 2004 het Europees Agentschap voor netwerk- en informatiebeveiliging (ENISA) opgericht voor een periode van vijf jaar[3]. Het hoofddoel van dit agentschap is "te zorgen voor een hoog en doeltreffend niveau van netwerk- en informatiebeveiliging in de Gemeenschap en (.) een cultuur van netwerk- en informatiebeveiliging ten behoeve van de burgers, consumenten, bedrijven en publieke organen in de Europese Unie tot stand te brengen en op die manier bij te dragen tot de goede werking van de interne markt".
In order to enhance the capacity of the Community, the Member States and consequently the business community to prevent, to address and to respond to major network and information security risks, the European Network and Information Security Agency (ENISA) was established in 2004 for a period of five years.[3] The Agency was established with the main goal of “ensuring a high and effective level of network and information security within the Community, (..) in order to develop a culture of network and information security for the benefit of the citizens, consumers, enterprises and public sector organisations of the European Union, thus contributing to the smooth functioning of the internal market”.

In 2004 heeft de Europese Gemeenschap op grond van Verordening (EG) nr. 460/2004 het Europees Agentschap voor netwerk- en informatiebeveiliging (ENISA)[12] opgericht, dat tot taak heeft te zorgen voor een hoog niveau van netwerk- en informatiebeveiliging en een cultuur van netwerk- en informatiebeveiliging in de Europese Unie. Op 30 september 2010[13] is een voorstel tot modernisering van het mandaat van ENISA aangenomen dat momenteel in de Raad en het Europees Parlement wordt behandeld.

Bij het aannemen van de uitvoeringsmaatregelen inzake de veiligheid van de verwerking moet de Commissie alle betrokken Europese overheden en organisaties (het Europees Agentschap voor netwerk- en informatiebeveiliging (ENISA), de Europese Toezichthouder voor gegevensbescherming en de werkgroep voor de bescherming van personen in verband met de verwerking van persoonsgegevens ingesteld overeenkomstig artikel 29 van Richtlijn 95/46/EG), alsmede alle andere relevante belanghebbenden raadplegen, met name om informatie in te winnen over de beste beschikbare technische en economische methoden om de toepassing van Richtlijn 2002/58/EG (richtlijn betreffende privacy en elektronische communicatie) te verbeteren.
When adopting implementing measures on security of processing, the Commission should consult all relevant European authorities and organisations (the European Network and Information Security Agency (ENISA), the European Data Protection Supervisor and the Working Party on the Protection of Individuals with regard to the Processing of Personal Data established by Article 29 of Directive 95/46/EC), as well as all other relevant stakeholders, particularly in order to be informed of the best available technical and economic means of improving the implementation of Directive 2002/58/EC (Directive on privacy and electronic communications).

(11) Aan deze behoefte kan worden voldaan door de oprichting van een Europees agentschap, te weten het Europees Agentschap voor netwerk- en informatiebeveiliging, (hierna het Agentschap genoemd), dat als referentiepunt fungeert en vertrouwen geniet dankzij de onafhankelijkheid, de kwaliteit van de verstrekte adviezen en verspreide informatie, de transparantie van de procedures en werkmethoden en de voortvarendheid bij de uitvoering van de aan dit Agentschap toegewezen taken.
(11) The establishment of a European agency, the European Network and Information Security Agency, hereinafter referred to as "the Agency", operating as a point of reference and establishing confidence by virtue of its independence, the quality of the advice it delivers and the information it disseminates, the transparency of its procedures and methods of operation, and its diligence in performing the tasks assigned to it, would respond to these needs.
