This communication, presented by Development and Humanitarian Aid Commissioner Louis Michel in association with Environment Commissioner Stavros Dimas and External Relations Commissioner Benita Ferrero-Waldner, aims to provide for a broader range of actions through dialogue and exchange as well as practical cooperation between EU and the developing countries.

I. (12) Volgens Besluit nr. 2179/98/EG van het Europees Parlement en de Raad van 24 september 1998 betreffende de herziening van het beleidsplan en actieprogramma van de Europese Gemeenschap inzake het milieu en duurzame ontwikkeling "Op weg naar duurzame ontwikkeling"(7) zijn het de prioritaire doelstellingen van de Gemeenschap, programma's te ontwikkelen voor het verder bevorderen van het milieubewustzijn van de industrie, inclusief met name het midden- en kleinbedrijf, en voorrang te geven aan de door het midden- en kleinbedrijf ondervonden problemen in verband met technische en financiële belemmeringen voor de ontwikkeling en het gebruik van schone technologie ten behoeve van het milieu.
(12) Decision No 2179/98/EC of the European Parliament and of the Council of 24 September 1998 on the review of the European Community programme of policy and action in relation to the environment and sustainable development, "Towards sustainability"(7) sets, among the priority objectives of the Community, the development of programmes for the further promotion of environmental awareness on the part of industry, including, in particular, small and medium-sized enterprises (SMEs), and giving priority to the problems of SMEs as regards technical and financial obstacles to the development and use of clean technology in relation to the environment.

In haar mededeling over luchtvervoer en het milieu - Werken aan duurzame ontwikkeling (verder: "de mededeling") heeft de Commissie gewezen op het belang het lopende werkprogramma over luchtvaart- en milieukwesties in het CAEP tot een goed einde te brengen door middel van besluiten van de ICAO-raad en de voor september 2001 geplande ICAO-vergadering, teneinde daarmee de basis te leggen voor het verhinderen van een verdere verslechtering van de situatie op de korte termijn en het verbeteren van de milieusituatie op de middellange en lange termijn, ten einde te verhelpen aan trends in de ontwikkeling die niet duurzaam zijn wanneer niet zou worden ingegrepen. De Raad Vervoer en het Europees Parlement hebben hun steun betuigd aan deze mededeling van de Commissie over luchtvervoer en het milieu, ingediend in december 1999.
In its Communication on Air Transport and Environment - Towards meeting the challenges of sustainable development ("the Communication") the Commission has stressed the importance of bringing the ongoing work programme on aviation and environmental issues within CAEP to a satisfactory conclusion by decisions of the ICAO Council and the 33rd ICAO Assembly scheduled for September 2001, thus paving the way for avoiding a worsening of the situation in the shorter-term and for improving the environmental situation on the medium- and longer-term in order to remedy development trends which are not sustainable in a business as usual scenario.The Council of Transport Ministers and the European Parliament supported this message of the Commission's Communication on Air Transport and Environment presented in December 1999.
