Het Europees Spoorwegbureau („het Bureau”) is opgericht bij Verordening (EG) nr. 881/2004 van het Europees Parlement en de Raad (6) teneinde de totstandbrenging van één Europese spoorwegruimte zonder grenzen te bevorderen, en ertoe bij te dragen dat de spoorwegsector nieuw leven wordt ingeblazen en tegelijkertijd de onontbeerlijke veiligheidsvoordelen van de sector te consolideren.
Regulation (EC) No 881/2004 of the European Parliament and of the Council (6) establishes a European railway agency (‘the Agency’) in order to promote the establishment of a European railway area without borders and to help revitalise the railway sector while reinforcing its essential advantages in terms of safety.

− (EN) Mijnheer de Voorzitter, we zijn hier vandaag bijeen om te debatteren over migratie en het grensoverschrijdend verkeer van Europese burgers. Allereerst zou ik u er echter graag aan willen herinneren dat het gisteren de 61e verjaardag was van de Schuman-verklaring, waarmee de fundamenten werden gelegd voor de Europese Unie. − Mr President, today we are here to debate migration and cross-border movement of European citizens, but let me start by reminding all of us that yesterday was the 61st anniversary of the Schuman Declaration, which laid the foundations of the European Union, and from that day began a process in which European people have been willing to come together and put aside their differences, to build a European continent without borders, where our citizens can move freely between countries.

(9) Coordination should be ensured with the Radio Spectrum Committee established under a Decision No 676/2002/EC of the European Parliament and Council of 7 March 2002 on a regulatory framework for radio spectrum policy in the European Community (Radio Spectrum Decision)(5), the Radio Spectrum Policy Group established under the Commission Decision 2002/622/EC of 26 July 2002 establishing a Radio Spectrum Policy Group(6) and the Television Without frontiers Contact Committee, created pursuant to Directive 97/36/EC of the European Parliament and of the Council(7) on the coordination of certain provisions laid down by law, regulation or administrative action in Member States concerning the pursuit of television broadcasting activities,

39. onderschrijft het initiatief van de Commissie voor herziening eind 2002 van de richtlijn "Televisie zonder grenzen" om de bestaande bepalingen te wijzigen en de begrippen "Europees werk" en "onafhankelijke producent" in te vullen, zonder afbreuk te doen aan een eventuele overtredingsprocedure tegen de lidstaten die de richtlijn "Televisie zonder grenzen" niet naar behoren hebben omgezet;
39. Supports the Commission initiative of providing for a review of the "Television without Frontiers" directive by the end of 2002, to amend the current provisions and clarify the concepts of "European work" and "independent producer", without prejudice to initiating infringement proceedings against Member States that have not correctly transposed the "Television without Frontiers" directive;

Met deze mededeling legt de Commissie de Raad, het Europees Parlement, het Europees Economisch en Sociaal Comité en het Comité van de Regio's (ter informatie) het vijfde verslag voor over de toepassing van Richtlijn 89/552/EEG[1], gewijzigd bij Richtlijn 97/36/EG[2], de richtlijn "Televisie zonder grenzen" (hierna aangeduid als "de richtlijn").
