Doel van dit voorstel is de procedure voor de aanstelling van de uitvoerend directeur van het Europees Milieuagentschap te harmoniseren met de geldende procedures voor de uitvoerend directeuren van andere agentschappen, zoals het Europees Agentschap voor chemische stoffen, het Europees Geneesmiddelenbureau en de Europese Autoriteit voor voedselveiligheid, met name om het Europees Parlement formeel het recht te geven de kandidaat die door de raad van bestuur van het Europees milieuagentschap voor dit ambt is geselecteerd te horen alvorens hij of zij wordt benoemd.
1. The aim of this proposal is to align the procedure for appointment of the Executive Director of the European Environment Agency with the procedures in use for the Executive Directors of other agencies, such as the European Chemicals Agency, the European Medicines Agency and the European Food Safety Authority, in particular in order to grant the European Parliament the formal right to hear the candidate selected by the Management Board of the European Environment Agency for the post prior to his or her appointment.

Underlines the EEA’s important role in providing a solid knowledge base underpinning policy and implementation, and recognises the work done by the EEA in this field; urges the EEA to develop further its capacities to assist the Commission and the Member States in assuring the quality of monitoring and the comparability of the environmental information collected in different parts of the EU; further encourages the EEA to focus as well on capacity building and the dissemination of best practice in the Member States; expects the EEA’s new strategy to address the issue of implementation in more detail;

Since the European Environment Agency set up by Council Regulation (EEC) No 1210/90 of 7 May 1990 on the establishment of the European Environment Agency and the European Environment Information and Observation Network (11) has the task of providing the Community with objective, reliable and comparable environmental information at Community level, and aims inter alia to improve the flow of policy-relevant environmental information between Member States and the Community institutions, it should contribute actively to the implementation of this Directive.

Op 27 februari 2006 zijn de vereiste procedures afgerond voor de inwerkingtreding van de Overeenkomst tussen de Europese Gemeenschap en de Zwitserse Bondsstaat betreffende diens deelname aan het Europees Milieuagentschap en het Europees Milieuobservatie- en informatienetwerk, welke overeenkomst op 26 oktober 2004 te Luxemburg is ondertekend; derhalve zal deze overeenkomst, ingevolge artikel 20 daarvan, op 1 april 2006 in werking treden.
The procedures necessary for the entry into force of the Agreement between the European Community and the Swiss Confederation concerning the participation of Switzerland in the European Environment Agency and the European Environment Information and Observation Network, signed in Luxembourg on 26 October 2004, having been completed on 27 February 2006, this Agreement will enter into force, in conformity with its Article 20, on 1 April 2006.
