Het initiatief zal verschillende elementen omvatten: een Europees netwerk van toponderzoek om de capaciteitsopbouw voor de ontwikkeling en de evaluatie van programma's op het gebied van sociale innovatie te bevorderen; een Europees onderzoeksproject op het gebied van sociale innovatie om bruikbare methoden en concrete effectmetingen te ontwikkelen; de vaststelling van gemeenschappelijke beginselen inzake het ontwerp, de uitvoering en de evaluatie van kleinschalige projecten om beleidsinnovaties (of hervormingen) te testen alvorens ze op grotere schaal toe te passen (sociale experimenten); communicatie en voorlichting over lopende projecten op het gebied van sociale innovatie; een "stuurgroep op hoog niveau", die voor advies en richtsnoeren met betrekking tot de ontwikkeling van acties zal zorgen.

A European research project in the area of social innovation aimed at devising workable methods and concrete impact measurements. The definition of common principles on the design, implementation and evaluation of small scale projects designed to test policy innovations (or reforms) before adopting them more widely (social experiments).

However, I believe that the text voted for can be improved in the future (after the provisional use of the S-TESA administrative communication network) by using communication system of the European Judicial Network for the following reasons:

1. On advice of the Agency, which will have consulted relevant stakeholders, the Commission shall draw up strategic guidelines for the European Network of Transmission System Operators for Electricity covering the issues listed in Article 2c(1)(c) and Article 2c(3), from which the European Network of Transmission System Operators for Electricity will prepare codes in the areas listed in Article 2c(1)(c) and Article 2c(3).

3. Na raadpleging van de belanghebbende partijen, bereidt het agentschap voor het Europees netwerk van transmissiesysteembeheerders voor elektriciteit en het Europees netwerk van transmissiesysteembeheerders voor gas overeenkomstig respectievelijk artikel 2 quinquies, lid 2, van Verordening (EG) nr. 1228/2003 en artikel 2 quinquies, lid 2, van Verordening (EG) nr. 1775/2005 strategische richtsnoeren voor over de technische en marktcodes en het tienjarige investeringsplan waarin een beschrijving wordt gegeven van de belemmeringen van een grensoverschrijdende netwerkontwikkeling als gevolg van uiteenlopende vergunningsprocedures of -praktijken, om de afwezigheid van discriminatie, een daadwerkelijke mededinging en een goed functionerende interne markt te garanderen in het kader van het door middel van de Gemeenschapswetgeving ondersteunde energiebeleid.
3. After consulting the relevant stakeholders, the Agency shall prepare strategic guidelines for the European Network of Transmission System Operators for Electricity as provided for in Article 2d(2) of Regulation (EC) No 1228/2003 and for the European Network of Transmission System Operators for Gas as provided for in Article 2d(2) of Regulation (EC) No 1775/2005 on the technical and market codes, ,the 10-year investment plan listing the obstacles to cross-border network development caused by differing authorisation procedures or practices, in order to ensure non-discrimination, effective competition and the efficient and proper functioning of the internal market, within the framework of the energy policy set out in Community legislation.
