Voor de terugkeer naar een situatie van aanhoudende duurzame groei in Europa is het van het allergrootste belang dat jongeren in de samenleving en op de arbeidsmarkt kunnen meedraaien en hun mogelijkheden optimaal kunnen ontwikkelen. De Europese Raad heeft dit op zijn voorjaarsbijeenkomst in 2005 erkend en in het kader van de op groei en werkgelegenheid gerichte herziening van de Lissabon-agenda een Europees pact voor de jeugd goedgekeurd[1].
Adoption of the European Pact for Youth by the Spring 2005 European Council[1], as part of the revised Lisbon Strategy focussing on growth and jobs, is a recognition that integrating young people in society and working life, and making better use of their potential, are essential for ensuring a return to sustained and sustainable growth in Europe.

Daartoe moet de situatie van jongeren op de arbeidsmarkt dringend worden verbeterd in het kader van de uitvoering van het Europees pact voor de jeugd en moeten meer prikkels worden gegeven voor actief ouder worden en langer werken. MEMOREERT het verband met activiteiten op het gebied van onderwijs en jeugd, met name de uitvoering van het Europees pact voor de jeugd; BENADRUKT dat de Europese jongeren moeten kunnen profiteren van het beleid en de maatregelen inzake onderwijs, opleiding, mobiliteit, integratie in het arbeidsproces en sociale integratie;
14. RECALLS the links to activities in the education and youth fields, especially to the implementation of the European Youth Pact; STRESSES the need for young Europeans to benefit from policies and measures concerning education, training, mobility, vocational integration and social inclusion;

Deze vraagstukken moeten worden besproken parallel aan de prioritaire thema's die in het kader van de open coördinatiemethode voor de jeugd en het Europees pact voor de jeugd worden behandeld, en de horizontale prioriteiten die op jongerengebied zijn overeengekomen, zoals discriminatiebestrijding en gezondheid.
