Met het oog op het Europees platform tegen armoede en sociale uitsluiting zijn het Europees Sociaal Fonds en het Europees Fonds voor Regionale Ontwikkeling van bijzonder belang, maar ook aan het Europees Landbouwfonds voor Plattelandsontwikkeling en aan andere onderdelen van de communautaire begroting komt een belangrijke rol toe.

11. benadrukt de noodzaak van een "bottom-up"-aanpak ten aanzien van betere regelgeving; herinnert aan het verzoek van het Parlement om een nieuwe groep voor betere regelgeving op te richten, bestaande uit belanghebbenden en nationale deskundigen; is ingenomen met de voorstellen van de Commissie om een Europees platform van belanghebbenden voor betere regelgeving op te richten; benadrukt dat aan dit platform moet worden deelgenomen door relevante belanghebbenden, waaronder officiële vertegenwoordigers van het maatschappelijk middenveld, de sociale partners, consumentenorganisaties en het bedrijfsleven, met name kmo's, die goed zijn voor 80 % van de nieuwe banen in Europa; benadrukt dat het Europese platform van belanghebbenden zichtbaar en onafhankelijk moet zijn, het hoofd moet kunnen bieden aan de administratieve lasten die door de wetgevingsvoorstellen worden veroorzaakt en de kosten van naleving ervan, en de beginselen van subsidiariteit en evenredigheid in acht moet nemen; benadrukt dat de Commissie de voorstellen van dit platform actief moet bestuderen; onderstreept dat het platform ook initiatieven voor betere regelgeving moet voorstellen en de lidstaten moet helpen bij de tenuitvoerlegging van de EU-wetgeving op nationaal niveau;
11. Stresses the need for a bottom-up approach to better regulation; recalls Parliament’s request to establish a new group on better regulation composed of stakeholders and national experts; welcomes the Commission’s proposals to establish a European Stakeholder Platform on better regulation; emphasise that the platform should consist of relevant stakeholders, including official representatives from the civil society, the social partners, consumer organisations and the business community, especially SMEs, which account for 80 % of European job-creation; stresses that the European Stakeholder Platform must be visible and independent, and must be able to address the administrative burdens caused by legislative proposals and the cost of compliance, and must respect of the principles of subsidiarity and proportionality; stresses that proposals from this platform should be actively considered by the Commission; underlines that the platform should also propose initiatives to improve regulation and help Member States implement EU legislation at national level;

16. vraagt de Commissie nader aan te geven onder welke begrotingslijnen het platform valt, onder andere ten opzichte van het ESF en in het licht van haar bijdrage aan dit kerninitiatief, door middel van het financieren van de als politieke prioriteiten aan te merken preventie van schooluitval en bestrijding van armoede onder kinderen, vrouwen, ouderen en arbeidsmigranten, alsmede aan te geven wat de omvang van de daarvoor toegekende middelen is; vraagt de Commissie aan te geven welke voorstellen op het gebied van de bestrijding van armoede en sociale uitsluiting zij voornemens is te doen in het meerjarig begrotingskader 2014-2020, teneinde te zorgen voor de adequate financiering van de initiatieven ter bestrijding van armoede en sociale uitsluiting; vraagt de Commissie aan te geven welke financiële steun nodig is voor de overeengekomen thematische prioriteiten, alsook om de lidstaten aan te sporen de maatschappelijke actoren die op nationaal niveau betrokken zijn bij de nationale hervormingsprogramma's, het kerninitiatief „Europees platform tegen armoede” en de nationale strategieën voor sociale bescherming en sociale inclusie financieel te steunen; adviseert de voortzetting en extra budgettaire ondersteuning van Europese programma's waarmee kan worden bijgedragen aan de diverse aspecten van de bestrijding van sociale uitsluiting, armoede en sociaaleconomische ongelijkheden, met inbegrip van de ongelijkheden op gezondheidsgebied (kaderprogramma onderzoek, programma Progress);
16. Calls on the Commission to identify more precisely the budget lines relevant to the Platform and the level of appropriations allocated to them, particularly as regards the ESF and its contribution to this flagship initiative through the funding of political priorities such as preventing early school leaving and addressing poverty among children, women, the elderly and migrant workers; calls on the Commission to set out its proposals for combating poverty and social exclusion in the 2014-2020 multiannual financial framework, so as to ensure adequate funding of the initiatives launched to combat poverty and social exclusion; calls on the Commission to identify the financial support needed for agreed thematic priorities, and to ask the Member States to provide financial support for the civil society actors involved, at national level, in the national reform programmes, the Flagship Platform and the national strategies for social protection and social inclusion; recommends pressing ahead with, and providing increased funding for, European programmes which can contribute to various aspects of the fight against social exclusion, poverty and social and economic inequality, including health inequality (such as the research Framework Programme and the Progress programme);

17. neemt kennis van het feit dat de Commissie in de ontwerpbegroting 2012 voor het kerninitiatief „Europees platform tegen armoede en sociale uitsluiting” een verhoging van 3,3% heeft geraamd ten opzichte van het vorige jaar; verzoekt de Commissie om een nadere toelichting op de bijdrage van het Europees Sociaal Fonds (ESF) aan dit kerninitiatief en op specifieke maatregelen ten aanzien van prioriteiten als het bestrijden van armoede onder kinderen, vrouwen, ouderen en migrerende werknemers alsmede het voorkomen van schooluitval; betreurt in deze context het gebrek aan duidelijkheid en de overlapping van de diverse instrumenten en begrotingslijnen waarmee de Europa 2020-doelstellingen via de EU-begroting moeten worden gerealiseerd;
17. Takes note that, in the draft budget 2012, the European Commission has estimated the increase for the European Platform against Poverty flagship initiative at 3,3 %, as compared to last year; asks the Commission to provide further explanation on the contribution of the European Social Fund (ESF) to this flagship initiative and on specific measures addressing priorities such as the fight against poverty among children, women, elderly people and migrant workers, and the prevention of early school leaving; in this context, regrets the lack of clarity and the overlapping of the different instruments and budgetary lines via which the Europe 2020 targets are to be achieved through the EU budget;
