11. neemt kennis van het samenwerkingsakkoord tussen het Europees Economisch en Sociaal Comité (EESC), het Comité en het Europees Parlement dat uiteindelijk op 5 februari 2014 is ondertekend en dat in de eerste plaats heeft geleid tot een aanzienlijke overdracht van personeel van de comités naar de nieuwe Onderzoeksdienst van het Parlement (EPRS); hoopt dat dit akkoord op een evenwichtige manier zal worden toegepast, dat het de drie instellingen in gelijke mate ten goede zal komen en dat het zal bijdragen tot de verdere rationalisering van de middelen; vraagt de drie instellingen om aan het einde van het eerste jaar van de samenwerking een afzonderlijke evaluatie uit te voeren van de gevolgen van het akkoord op het vlak van personele middelen, uitgaven, synergieën, toegevoegde waarde en de inhoud;
11. Takes note of the Cooperation Agreement between the European Economic and Social Committee (EESC), the Committee, and Parliament, which was eventually signed on 5 February 2014 and has led to the transfer of a large number of Committee staff to the new European Parliamentary Research Service (EPRS); expects that the agreement will evolve in a balanced way, benefit all three institutions equally, and contribute positively to the further rationalisation of resources; calls on each of the institutions, at the end of the first year of the collaboration, to make an individual assessment of the impact that the agreement is having in terms of human resources, expenditure, synergies, added value, and substance;

103. benadrukt dat de geraamde veranderingen in het organigram van het Parlement, het Europees Economisch en Sociaal Comité en het Comité van de Regio's met betrekking tot de interinstitutionele samenwerkingsovereenkomst waarover momenteel wordt onderhandeld, rechtstreeks verband houden met en bijgevolg afhankelijk zijn van de definitieve goedkeuring van het politieke akkoord; is van mening dat deze samenwerking kan leiden tot een geleidelijke overplaatsing op vrijwillige basis van maximaal 80 posten van de vertaaldiensten van de Comités naar het nieuwe DG van het Parlement voor parlementaire onderzoeksdiensten (inclusief de bijbehorende uitbreiding van zijn organigram), wat dan gecompenseerd zou worden door het schrappen van een evenredig aantal posten in het organigram van de Comités in het jaar na de overplaatsing van het personeel;
103. Underlines that the estimated changes to the establishment plans of Parliament, the European Economic and Social Committee and the Committee of the Regions, related to the interinstitutional cooperation agreement being under negotiation, are directly linked to and, consequently, are subject to bringing the political agreement to a final conclusion; is of the opinion that the result of this cooperation can be a gradual transfer of qualified personnel from the Committees' translation services to Parliament's new DG for Parliamentary Research Services (including the respective increase of its establishment plan) of up to 80 posts on a voluntary basis and the respective deletion of a proportionate number of posts in the Committees' establishment plans in the year following the staff transfer;

7. is verheugd over het voorstel van de Commissie om in een Interinstitutioneel Akkoord een onafhankelijk permanent comité voor maatstaven bij het openbaar bestuur op te richten; is van mening dat een dergelijk comité uitsluitend een adviserende rol dient te vervullen en dat lidmaatschap van het comité afhankelijk dient te zijn van goedkeuring door het Europees Parlement; is voorts van mening dat dit comité verschillende rollen dient te vervullen voor verschillende groepen binnen de instellingen, en dat met name de onafhankelijkheid van de leden van het Europees Parlement en het Europees Parlement als instelling moet worden gewaarborgd; neemt eveneens nota van de opstelling van sectorale gedragscodes, zoals de ethische normen voor het personeel van de onafhankelijke dienst Technische Audit (Service Indépendant d'Audit interne - SAI) (zie actie 68); dringt erop aan dat de verschillende gedragscodes niet tot verwarring en onduidelijke regels mogen leiden en benadrukt dat deze gedragscodes coherent moeten zijn met de bepalingen van het Statuut (zie acties 55 en 56);
7. Welcomes the Commission's proposal to establish, by means of an interinstitutional agreement, a committee on standards in public life; considers that such a committee should have a purely advisory role, and that its membership should be subject to approval by the European Parliament; considers that this committee should play a different role towards different groups within the institutions, and that, in particular, the independence of Members of the European Parliament and Parliament as an institution must be guaranteed; also takes note of the introduction of sectoral codes, such as the code of ethics for staff in the Internal Audit Service (IAS) (see Action 68); stresses that this proliferation of codes should not result in confusion and lack of clarity as regards the rules in force and stresses the importance of ensuring that these codes are consistent with staff regulations (see Actions 55 and 56);
