De Europese Raad van Laken heeft in zijn conclusies van december 2001 bij de Commissie aangedrongen op "de ontwikkeling van een Europees systeem voor de uitwisseling van informatie over asiel, migratie en de landen van oorsprong", waarna in 2002 het EMN werd opgezet als modelproject.
