– having regard to the Commission proposal for a Council directive implementing the European Agreement concluded by the European Barge Union (EBU), the European Skippers Organisation (ESO) and the European Transport Workers’ Federation (ETF) concerning certain aspects of the organisation of working time in inland waterway transport (COM(2014)0452),

Binnenvaart kan in belangrijke mate bijdragen tot een duurzaam vervoerssysteem in de Europese Unie en verkeersopstopping en luchtverontreiniging terugdringen.
Inland waterways can make a major contribution to a sustainable European Union transport system, reducing congestion and pollution on Europe’s roads.

De richtlijn geeft uitvoering aan de Europese overeenkomst tussen sociale partners in deze sector, die is bedoeld om het recht van de Europese Unie (EU) inzake arbeidstijd aan te passen aan de specifieke behoeften van mensen werkzaam in de binnenvaart.
It implements the European agreement between social partners in this sector to adapt European Union (EU) working time legislation to the specific needs of people working on inland waterways.

In dat kader is overeengekomen dat er een comité zal worden ingesteld (Comité voor Europese technische normen - CESTE) dat technische normen op het gebied van de binnenvaart zal opstellen waaraan de Unie en CCR kunnen refereren in hun respectieve regelgevingen.
Within that framework, it has been agreed that a Committee (the Committee for the Elaboration of European Technical Standards (CESTE)) is to be established to draw up technical standards in the field of inland navigation to which reference can be made by the Union and the CCNR in their respective regulations.

(5) Wat Verordening (EG) nr. 1365/2006 betreft, moet, om rekening te houden met economische en technische ontwikkelingen, de bevoegdheid om handelingen vast te stellen overeenkomstig artikel 290 van het Verdrag betreffende de werking van de Europese Unie worden gedelegeerd aan de Commissie ten aanzien van de aanpassing van de drempel voor de statistische verwerking van de binnenvaart, de bijstelling van de definities en de goedkeuring van aanvullende definities, alsook aanpassing van de inhoud van de bijlagen.
(5) As regards Regulation (EC) No 1365/2006, in order to take account of economic and technical trends, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the adaptation of the threshold for statistical coverage of inland waterways transport, adaptation of the definitions and the adoption of additional definitions, as well as adaptation of the content of the Annexes.
