TRADUCTIONS EN CONTEXTE

Vorig jaar stelde de Europese Raad een algemene beleidslijn vast in verband met het voorstel voor een verordening betreffende de Societas Cooperativa Europaea (SCE) en momenteel onderzoeken het Europees Parlement en de Raad voorstellen betreffende het statuut van de Europese vereniging en de Europese onderlinge maatschappij.
The European Council adopted last year a general orientation on the proposal for a Regulation on the Societas Cooperativa Europaea (SCE) and proposals of statutes for a European Association and a European Mutual Society are now examined by the European Parliament and the Council.

Zodra over dit voorstel overeenstemming wordt bereikt, zal de nodige aandacht worden besteed aan het voorstel betreffende de Europese onderlinge maatschappij.
As soon as agreement on this proposal will have been reached, the necessary attention will be devoted to the proposal for a European Mutual Society.

Het Europees Parlement is van oordeel dat het statuut van de Europese onderlinge maatschappij een vrijwillig stelsel in de vorm van een optioneel instrument in het leven zal roepen krachtens hetwelk onderlinge maatschappijen de mogelijkheid krijgen in verschillende lidstaten te opereren, waarbij de onderlinge maatschappij ook wordt geïntroduceerd in landen waar deze rechtsvorm tot nu toe niet bestond, en is op grond daarvan van mening dat de Europese onderlinge maatschappij erkend moet worden als een nieuwe Europese rechtsvorm met een specifiek uniaal karakter.
The European Parliament considers that a statute for a European mutual society will create a voluntary scheme in the form of an optional instrument allowing mutual societies to act in different Member States, to be introduced even in countries where they do not currently exist, and therefore insists that the European mutual society be considered a European legal form with a specific Union character.

D. overwegende dat het Parlement de laatste jaren een aantal resoluties heeft aangenomen met daarin het verzoek om vaststelling van een verordening betreffende het statuut van de Europese onderlinge maatschappij; overwegende dat het betreurenswaardig is dat de Commissie, na intrekking van het voorstel voor een statuut voor een Europese onderlinge maatschappij in 2006, nog geen nieuw voorstel heeft ingediend dat onderlinge maatschappijen een adequaat rechtsinstrument zou geven om hun grensoverschrijdende activiteiten gemakkelijker te doen verlopen;
D. whereas in recent years Parliament has adopted several resolutions calling for the adoption of a regulation on the statute for a European mutual society; whereas it is regrettable that the Commission, having withdrawn its proposal for a statute for a European mutual society in 2006, has not brought forward any new proposals which would give mutual societies a suitable legal instrument to facilitate their cross-border activities;

In het licht van de verantwoordingsplicht van universiteiten tegenover de maatschappij is er evenwel ook behoefte aan kwaliteitsborging van externe zijde. Hiervoor is in Europa een netwerk van kwaliteitsborgingsbureaus nodig die allemaal een land/regio of studierichting/beroep voor hun rekening nemen en overeenstemming bereiken over een aantal fundamentele criteria voor de onderlinge erkenning van keurmerken in Europa.[17] De Europese universiteiten hebben, afgezien van een klein aantal wier naam nu al een begrip is, behoefte aan keurmerken die internationaal geloofwaardig zijn.
In Europe this should be done through a network of QA agencies - catering each for a country/region or a discipline/profession – agreeing on some basic criteria in order to facilitate the cross-recognition of quality seals throughout the Union[17]. Except for the few which have built up their own brand names, Europe’s universities need quality seals with international credibility.
