9. verzoekt de Raad en de Commissie na te denken over de selectieve toepassing van het Europese nabuur- en partnerschapsinstrument en het Europese instrument voor mensenrechten en democratie op Wit-Rusland door meer steun toe te kennen aan het Wit-Russische maatschappelijk middenveld en in het bijzonder meer financiële hulp te geven aan de onafhankelijke media, NGO's en Wit-Russische studenten die in het buitenland studeren; is ingenomen met de financiële steun van de Commissie aan de Wit-Russische "Europese universiteit voor menswetenschappen" in ballingschap in Vilnius (Litouwen); verzoekt de Raad en de Commissie van de Wit-Russische regering te verlangen dat zij als teken van goede wil en verandering in positieve richting toestaat dat de "Europese universiteit voor menswetenschappen" in ballingschap in Vilnius legaal naar Wit-Rusland kan terugkeren en onder goede omstandigheden kan gaan werken aan de eigen toekomst in Minsk; verzoekt de Raad en de Commissie financiële steun te verlenen aan de onafhankelijke Wit-Russische televisiezender Belsat;
9. Calls on the Council and Commission to consider applying the European Neighbourhood and Partnership Instrument and the European Instrument for Human Rights and Democracy to Belarus selectively by extending more support to Belarusian civil society and, in particular, to increase financial aid to the independent media, NGOs and Belarusian students studying abroad; welcomes the financial support given by the Commission to the Belarusian 'European Humanities University' in exile in Vilnius (Lithuania); calls on the Council and Commission to urge the Belarusian Government, as a sign of goodwill and positive change, to enable the 'European Humanities University' in exile in Vilnius to return legally to Belarus and re-establish itself under conditions suitable for its future development in Minsk; calls on the Council and Commission to grant financial support to the independent Belarusian television channel Belsat;

Supports actions to promote Europe as a destination at world level by means of a European Tourism Portal accessible to European tourists and those from the main non-European tourist source countries; urges the Commission, the European Travel Commission (ETC) and the project's other partners to promote the putting online of general information (the practical guide "Travelling in Europe") and data on common tourism resources and subjects (gastronomy, hill walking, island tourism, health cures, church/cultural tourism, conference and business tourism, and so on); proposes likewise that access to national portals from the European portal be facilitated by means of a harmonised thematic link page;

6. vraagt de Europese Commissie en de lidstaten om de Europese Universiteit voor de geesteswetenschappen hun steun te verlenen voor de uitvoering van haar onderwijs- en onderzoeksprogramma's; benadrukt dat het van belang is om een plaats van academische vrijheid voor de Wit-Russische studenten in de Europese Unie in te stellen en vraagt de Europese universiteiten om nauwer samen te werken met de Europese Universiteit voor de geesteswetenschappen;

Calls on the Commission and Member States to assist the European Humanities University in the pursuit of its teaching and research programmes; stresses the importance of creating an area of academic freedom for Belarusian students in the European Union; calls on European universities to enter into closer cooperation with the European Humanities University;
