TRADUCTIONS EN CONTEXTE

10. Points out that the EU and the USA are currently negotiating a comprehensive free trade and investment agreement; emphasises that, under the terms of the EEA Agreement, the EEA EFTA states apply single market rules and that the impact of a successful trade and investment partnership would probably also affect the EEA EFTA states; emphasises, further, that the conclusion of TTIP must not lead to new trade barriers being set up between the EU and the EEA EFTA states;

In particular, it formulates the following ideas: following the entry into force of the Lisbon Treaty, the European Commission should provide the national parliaments of all EEA EFTA States with legislative proposals which are sent to EU national parliaments for consultation.

(13a) Taking into consideration the close co-operation between several Member States on the one hand and European Economic Area-European Free Trade Association countries (EEA-EFTA countries) on the other, and in order to ensure a higher level of co-operation, especially in the field of environmental protection, it is recommended that the relevant provisions be extended to the EEA-EFTA countries in question.

(13 bis) Gezien de nauwe samenwerking tussen diverse lidstaten en landen van de Europese Economische Ruimte/Europese Vrijhandelsassociatie (EER/EVA-landen) wordt met het oog op de versterking van de samenwerking, met name op het gebied van milieubescherming, aanbevolen de relevante voorschriften uit te breiden tot bedoelde EER/EVA-landen.
(13a) Taking into consideration the close co-operation between several Member States on the one hand and European Economic Area-European Free Trade Association countries (EEA-EFTA) countries on the other, and in order to ensure a higher level of co-operation, especially in the field of environmental protection, it is recommended that the respective provisions be extended to the EEA-EFTA countries in question.

(31) Overwegende dat de Overeenkomst betreffende de Europese Economische Ruimte voorziet in een uitgebreide samenwerking op het gebied van onderwijs, opleiding en jeugdzaken tussen de Europese Gemeenschap en haar lidstaten enerzijds en de landen van de Europese Vrijhandelsassociatie (EVA) die deelnemen aan de Europese Economische Ruimte anderzijds; dat artikel 4 van protocol nr. 31 bepaalt dat de EVA-landen die deelnemen aan de Europese Economische Ruimte, vanaf 1 januari 1995 deelnemen aan alle programma's van de Gemeenschap op het gebied van onderwijs, opleiding en jeugdzaken die op dat moment lopen of zijn goedgekeurd;
(31) Whereas the Agreement on the European Economic Area provides for greater cooperation in the field of education, training and youth between the European Community and its Member States, on the one hand, and the States of the European Free Trade Area (EFTA) participating in the European Economic Area, on the other; whereas Article 4 of Protocol 31 provides that the EFTA States participating in the European Economic Area shall, from 1 January 1995, participate in all Community programmes in the field of education, training and youth then in force or adopted;

26. Overwegende dat het MEDIA-programma nog meer dan nu al het geval is moet worden opengesteld voor deelname van de geassocieerde landen van Midden- en Oost-Europa (LMOE) op de voorwaarden die voortvloeien uit de met deze landen gesloten dan wel te sluiten aanvullende protocollen bij de associatie-overeenkomsten betreffende de deelname aan communautaire programma's, en voor deelname van Cyprus en Malta en van de EVA-landen die partij zijn bij de EER-Overeenkomst op basis van aanvullende kredieten volgens dezelfde regels als die welke voor de EVA-landen gelden en volgens met de betrokken landen overeen te komen procedures; dat het programma tevens moet worden opengesteld voor samenwerking met andere derde landen waarmee overeenkomsten zijn gesloten die audiovisuele bepalingen bevatten; dat de praktische voorwaarden voor deze deelname of samenwerking te zijner tijd in onderling overleg tussen de betrokken partijen moeten worden vastgelegd;
26. Whereas it is appropriate to follow up and intensify the opening up of the Media programme to the participation of the associated countries of central and eastern Europe (CCEE) in accordance with the conditions laid down in the additional protocols to the association agreements on participation in Community programmes concluded or to be concluded with those countries and to the participation of Cyprus, Malta and the EFTA States members of the EEA Agreement on the basis of additional appropriations in accordance with the same rules as those applied to the EFTA countries, under procedures to be agreed on with those countries; whereas, moreover, this programme should be open to cooperation with other third countries which have concluded agreements with audiovisual clauses; whereas the details of such participation or cooperation should be determined at the appropriate time between the parties concerned;

(23) Overwegende dat het dienstig zou zijn intensiever door te gaan met de openstelling van dit programma voor deelneming door de geassocieerde landen van Midden- en Oost-Europa (LMOE), overeenkomstig de voorwaarden die voortvloeien uit de met deze landen gesloten of nog te sluiten aanvullende protocollen bij de associatieovereenkomsten betreffende de deelneming aan communautaire programma's, alsmede voor deelneming door Cyprus, Malta en de EVA-Staten die partij zijn bij de EER-Overeenkomst, op basis van aanvullende kredieten volgens dezelfde regels als die welke voor de EVA-landen gelden en volgens met de betrokken landen overeen te komen procedures; dat het programma ook open zou moeten staan voor samenwerking met andere derde landen waarmee overeenkomsten zijn gesloten die audiovisuele clausules bevatten; dat de praktische uitvoering van deze deelneming of samenwerking te gelegener tijd door de betrokken partijen zou moeten worden geregeld;
(23) Whereas it is necessary to continue and step up the process of opening up the Media programme to participation by the associated countries of Central and Eastern Europe (CCEE), in accordance with the conditions resulting from the Additional Protocols to the Association Agreements concerning participation Community programmes concluded or to be concluded with these countries, and to participation by Cyprus, Malta and those EFTA States which are parties to the EEA Agreement on the basis of additional appropriations, in accordance with procedures to be agreed on with these countries; whereas the programme should also be opened up to cooperation with other third countries which have concluded Agreements containing audiovisual clauses; whereas the details of such participation or cooperation should be decided on at the appropriate time by the parties concerned;

Voor het bepaalde onder het eerste streepje wordt onder "regeling voor gemeenschappelijk douanevervoer" verstaan de maatregelen voor het vervoer van goederen tussen de Gemeenschap en de landen van de Europese Vrijhandelsassociatie (EVA), alsmede tussen de EVA-landen onderling, zoals vastgesteld in de Overeenkomst betreffende een gemeenschappelijke regeling inzake douanevervoer van 20 mei 1987 (1).
