Definition: The main features are multiple, recurrent and frequently changing physical symptoms of at least two years' duration. Most patients have a long and complicated history of contact with both primary and specialist medical care services, during which many negative investigations or fruitless exploratory operations may have been carried out. Symptoms may be referred to any part or system of the body. The course of the disorder is chronic and fluctuating, and is often associated with disruption of social, interpersonal, and family behaviour. 7. is verheugd met de strategische milieubeoordeling van olie-exploratie/-exploitatie in het noordelijke deel van de Albertine Rift, waaronder in het VNP; is van oordeel dat de betrokken regeringen, waaronder die van de DRC, aan de hand van die beoordeling geïnformeerde besluiten moeten kunnen nemen op grond van een deugdelijke analyse van het effect van olie-exploratie en -exploitatie; betreurt evenwel dat het milieubeoordelingsproces ernstig is vertraagd en in het VNP al met de olie-exploratie is begonnen hoewel de bedoelde beoordeling nog niet klaar is;
7. Commends the Strategic Environmental Assessment (SEA) of oil exploration/ exploitation in the Northern Albertine Rift region, including in the VNP; considers that, on the basis of that assessment, the governments concerned, including the DRC Government, should be able to take informed decisions based on proper analysis of the impact of oil exploration and exploitation; regrets, however, that the SEA process has been greatly delayed and that oil exploration has already started in the VNP, even though the SEA process has not yet been finalised;

Takes note of the agreement reached in June 2014 between SOCO International and the conservation group WWF, in relation to WWF’s complaint to the UK National Contact Point (NCP) on SOCO’s lack of compliance with the OECD Guidelines for Multinational Enterprises, according to which the company commits not to undertake or commission any exploratory or other drilling within Virunga National Park unless UNESCO and the DRC Government agree that such activities are not incompatible with its World Heritage Status; notes that such conditional agreement offers no guarantees as to the cessation of any oil-related activity in the park; points out that the ambiguous position of SOCO International leaves the door open to the park being fully or partially declassified for oil drilling; observes that the concession that SOCO has been exploring is located in and around Lake Edward, an area which is home to dozens of iconic (and some endangered) species, including chimpanzees, elephants, crocodiles and lions; calls, therefore, on SOCO International plc and its DRC-registered company to stop all exploration and exploitation within Virunga permanently and to respect the park’s current boundaries; calls also on the DRC Government to cancel the oil exploration permits granted within the property of Virunga National Park, as requested by the World Heritage Committee;

22. brengt in herinnering dat in de op 12 december 2011 door DG Milieu van de Commissie uitgebrachte richtsnoerennota inzake de toepassing van Richtlijn 85/337/EEG op projecten voor de exploratie en winning van onconventionele koolwaterstoffen (ref. Ares (2011)1339393) wordt bevestigd dat Richtlijn 85/337/EEG van de Raad, zoals gewijzigd en gecodificeerd bij Richtlijn 2011/92/EU betreffende de milieueffectbeoordeling van bepaalde openbare en particuliere projecten (welke bekend staat als de richtlijn milieueffectrapportage of MER-richtlijn) ook van toepassing is op de exploratie en winning van onconventionele koolwaterstoffen; wijst er voorts op dat alle toegepaste hydraulische fractureringstechnieken deel uitmaken van de algemene conventionele en onconventionele koolwaterstofexploratie- en winningsactiviteiten die vallen onder de bovenvermelde EU-milieuwetgeving en onder Richtlijn 94/22/EG van het Europees Parlement en van de Raad van 30 mei 1994 betreffende de voorwaarden voor het verlenen en het gebruik maken van vergunningen voor de prospectie, de exploratie en de productie van koolwaterstoffen;
22. Recalls that the ‘Guidance note on the application of Directive 85/337/EEC to projects related to the exploration and exploitation of unconventional hydrocarbon’ (Ref. Ares (2011)1339393), issued by the Commission, DG Environment, on 12 December 2011, confirms that Council Directive 85/337/EEC, as amended and as codified by Directive 2011/92/EU, on the assessment of the effects of certain public and private projects on the environment (known as the Environmental Impact Assessment or the EIA Directive) covers exploration and exploitation of unconventional hydrocarbons; recalls, furthermore, that any hydraulic fracturing method used is part of the overall conventional and unconventional hydrocarbon exploration and extraction activities covered by the above-mentioned EU environmental legislation and by Directive 94/22/EC of the European Parliament and of the Council of 30 May 1994 on the conditions for granting and using authorisations for the prospection, exploration and production of hydrocarbons;
