P. overwegende dat uit het verslag van de Flash Eurobarometer 315 uit 2011, over de houding van Europese ondernemers tegenover eco-innovatie, blijkt dat kmo's met hogere materiële kosten te kampen hebben, hoewel de meeste bedrijven ter vermindering van de materiële kosten nieuwe of aanzienlijk verbeterde eco-innovatieve productieprocessen of –methoden hebben ingevoerd, en dat ze ook last hebben van onvoldoende toegang tot bestaande subsidies en fiscale stimulansen en van de onzekere marktvraag;
P. whereas the Flash Eurobarometer report No 315 of 2011, on attitudes of European entrepreneurs towards eco-innovation, shows that SMEs face an increase in material costs, although the majority have introduced new or significantly improved eco-innovative production processes or methods in order to reduce material costs, and that they also face the problem of insufficient access to existing subsidies and fiscal incentives and uncertain demands from the market;
