(EN) De Commissie zal het Europees Parlement een uitgebreide reactie doen toekomen op zijn resolutie over de EU-landbouw en internationale handel waarnaar de geachte afgevaardigde in haar vraag verwijst, een en ander in overeenstemming met de geldende voorschriften voor de follow-up door de Commissie van niet-wetgevende resoluties van het Parement.
(EN) The Commission will provide the European Parliament with a comprehensive reply to the Resolution on EU agriculture and international trade referred to by the honourable Member in her question, in accordance with the rules in force concerning the follow up by the Commission regarding non-legislative Resolutions of the Parliament.

Sukhdev Sharma, voorzitter van het EU/China follow-upcomité van het EESC, verklaarde in zijn slotwoord dat er meer nodig is dan handel alléén om voor duurzame ontwikkeling te zorgen.
In his concluding remarks, Mr Sukhdev Sharma, President of the EU-China Follow-up Committee of the EESC underlined that trade alone is not enough to ensure sustainable development.

9. verheugt zich over alle initiatieven waarbij meerdere belanghebbenden betrokken zijn, zoals overheden, bedrijven, producenten en het maatschappelijk middenveld, en die erop gericht zijn kinderarbeid uit te bannen, de levensomstandigheden van kinderen en volwassenen in cacaoplantages te verbeteren en ervoor te zorgen dat cacao op verantwoorde wijze wordt geteeld, en haalt in dit verband het voorbeeld aan van het recente regionale initiatief van de OESO, het secretariaat van de Sahel and West-Africa Club (SWAC) en het International Cocoa Initiative (ICI) ter bevordering van optimale werkmethoden inzake de bestrijding van de ergste vormen van kinderarbeid in West-Afrikaanse cacaoplantages; wijst erop dat dergelijke initiatieven een gepaste follow-up nodig hebben om daadwerkelijk tot verbeteringen te kunnen leiden; spoort overheden ertoe aan meer steun te verlenen aan netwerken voor eerlijke handel in de cacaosector en aan plattelandscoöperaties, en deze in staat te stellen hun producten rechtstreeks, dat wil zeggen zonder tussenpersonen, op de nationale en internationale markt te brengen en eerlijke prijzen te krijgen; vraagt dat de Commissie dergelijke maatregelen steunt;

Welcomes all multi-stakeholder initiatives involving governments, industry, producers and civil society that aim at eradicating child labour, improving the lives of children and adults on cocoa farms and ensuring that cocoa is grown responsibly, such as the recent regional initiative by the OECD, the Secretariat of the Sahel and West Africa Club and the International Cocoa Initiative to promote best practice in combating the worst forms of child labour on West African cocoa farms; points out that these initiatives require appropriate follow-up in order to ensure genuine progress; encourages governments to increase their support to fair-trade networks in the cocoa sector and to rural cooperatives, and to enable them to send their product directly to the national and international markets, thus avoiding middlemen and obtaining fair prices; calls on the Commission to support such measures;

Aan de orde komen daarbij onder andere ontwikkelingskwesties op het gebied van handel en ontwikkeling, hervorming en doelmatigheid van het EU-ontwikkelingsbeleid alsmede de follow-up naar aanleiding van internationale conferenties.
The development issues will inter alia include Trade and Development, Reform and Efficiency of the Community’s Development Policy and Follow-up on international conferences.

4.2 Regel- en wetgeving aanpassen, met name het douanewetboek en de desbetreffende uitvoerings bepalingen, teneinde rekening te houden met de ontwikkelingen op het gebied van risicobeheer, de toekenning van douanefaciliteiten mede afhankelijk te maken van criteria inzake veiligheid en zekerheid, en een betere follow-up van de bevoorradingsketen mogelijk te maken. Tegelijkertijd moet worden gegarandeerd dat de aldus genomen maatregelen in overeenstemming zijn met de desbetreffende internationale normen, geen beperkend effect op de handel hebben en niet buitensporig zijn in vergelijking met de te verwezenlijken doelstellingen.
4.2 Amend legislation and regulations, in particular the Customs Code and its Implementing Provisions, to incorporate developments in risk management, take account of safety and security criteria in authorising trade facilitation, and ensure better surveillance of the logistics chain, while ensuring that the new measures comply with relevant international norms, do not restrict trade and are not disproportionate to their ends.

6. steunt de multilaterale maatregelen die door de EU en de VS, samen met de sociale partners, worden genomen en die erop gericht zijn internationaal aanvaarde fundamentele arbeidsnormen te bevorderen, zoals vrijheid van vereniging, recht op collectieve onderhandelingen, nondiscriminatie, afschaffing van dwangarbeid en kinderarbeid teneinde overeenstemming te bereiken over een IAO-verklaring en een follow-up-mechanisme, en daarmee de voorwaarden te scheppen voor de totstandkoming van een vrije internationale handel op basis van juridisch en politiek algemeen aanvaardbare voorwaarden.
6. Supports multilateral action by the EU and US, together with the social partners, to promote internationally recognised core labour standards such as freedom of association, right to collective bargaining, non-discrimination, abolition of forced labour and abolition of child labour, and to reach agreement on an ILO declaration and follow-up mechanism, thus creating an environment which fosters the development of free international trade on the basis of conditions that are universally acceptable in both legal and political terms.
