Deze "grandfathering"-clausule is nodig om duidelijk te maken dat bestaande exploitatiebeperkingen en procedures voor de invoering van deze beperkingen die reeds in gang waren gezet voor de inwerkingtreding van de nieuwe verordening, onderworpen blijven aan bestaande regelgeving.
