42. verzoekt de agentschappen voorts om zich verdere inspanningen te getroosten om ervoor te zorgen dat hun AAR een effectieve weergave is van hun AWP; benadrukt dat dit een cruciaal onderdeel is om de activiteiten en de uitkomsten van de agentschappen, afgezet tegen de bijdrage van de Europese Unie, naar behoren te kunnen beoordelen en aldus hun prestaties te kunnen vaststellen; prijst in dit verband met name de AAR's en AWP's van ECHA, EMSA en EUROPOL; wijst er echter op dat sommige agentschappen (zoals EMCCDA en GSA) in dit opzicht tekortkomingen vertoonden en dat hun planningscapaciteiten voor activiteiten (ABB) niet zodanig op de organisatiestructuur van hun agentschap waren afgestemd dat controle op de uitvoering van de begroting mogelijk was;
42. Calls also on the Agencies to make further efforts in order to ensure that their AAR effectively mirrors their AWP; stresses that this is a crucial element to evaluate properly the Agencies' activities and outcomes against the contribution of the Union, and therefore to determine their performance; commends in this respect the AARs and AWPs in particular of ECHA, EMSA and EUROPOL; notes, however, that some Agencies (e.g. EMCCDA and GSA) showed a deficiency in this respect and their planning resources for activities (ABB) were not aligned with the organisational structure of their Agency to enable the monitoring of the budget execution;

13. roept de Commissie en het GSA op nationale instanties en kleine en middelgrote ondernemingen die zich bezig houden met ruimtegerelateerde technologie, te benaderen in hun hoedanigheid als potentiële eindgebruikers van GNSS-toepassingen, en om daarbij gebruik te maken van adequate aanbestedingsprocedures, voorlichtingscampagnes en de technologische overdracht van mechanismen, waarbij tegelijkertijd het belang van het handhaven van het Europese regionale evenwicht wordt benadrukt;
13. Calls on the Commission and the GSA to approach national authorities and SMEs dealing with space-related technology as potential end-users of GNSS applications, using appropriate calls for tenders, awareness campaigns and technology transfer mechanisms in order to do so, while at the same time stressing the importance of maintaining the European regional balance;

21. is van mening dat het bestuur en de beheerstructuur van GNSS op de lange termijn gericht moeten zijn op de verdeling van taken en verantwoordelijkheden tussen de Commissie, het GSA en het Europees Ruimteagentschap (ESA), en op andere relevante zaken, zoals het inkomstenverdelingsmechanisme, de aansprakelijkheidsregeling, het prijsbeleid en de mogelijke betrokkenheid van de privésector en de bijdrage van deze sector aan de GNSS-programma's; roept de Commissie tegen deze achtergrond op om onverwijld de huidige evaluatie van de toekomstige bestuursregelingen voor de exploitatie van de programma's voort te zetten om haar verantwoordelijkheid te nemen voor de exploitatie en de aanpassing van de infrastructuur op lange termijn, om het permanent verstrekken van gegevens en diensten te waarborgen, en om de mogelijkheden voor de ontwikkeling van commerciële diensten te optimaliseren;
21. Believes that the long-term governance and management structure of GNSS should address the division of tasks and responsibilities between the Commission, the GSA and the European Space Agency (ESA), as well as other relevant issues, such as appropriate cost-sharing, the revenue-sharing mechanism, the liability regime, pricing policy and the possible involvement and contribution of the private sector in the GNSS programmes; calls, in this context, on the Commission to make swift progress with the ongoing reflection on future governance schemes for the operation of the system, to take responsibility for long-term operations and adaptation of the infrastructure, to ensure the delivery of continuous data and services to users, and to maximise opportunities for the development of commercial services;
