TRADUCTIONS EN CONTEXTE

A. overwegende dat de tussentijdse Economische Partnerschapsovereenkomst (EPO) tussen de EU en de ACS-staten in de Stille Oceaan in juli 2009 door Papoea-Nieuw-Guinea en in december 2009 door Fiji is ondertekend; overwegende dat de EPO, ondanks de militaire staatsgreep in 2006 waarbij de gekozen regering ten val werd gebracht en ondanks het feit dat er sindsdien geen parlementaire democratie meer bestaat, in januari 2011 door het Europees Parlement is goedgekeurd en in mei 2011 door Papoea-Nieuw-Guinea is geratificeerd;
A. whereas the interim Economic Partnership Agreement (EPA) between the EU and Pacific ACP states was signed by Papua New Guinea in July 2009 and by Fiji in December 2009; whereas, despite the military coup that had overthrown the elected government in 2006 and the fact that there had not been any return to parliamentary democracy, the EPA was approved by the European Parliament in January 2011 and ratified by Papua New Guinea in May 2011;

Points out that such a report on the implementation of the special rules of origin must be prepared in the course of 2011, i.e. three years after notification to Papua New Guinea of the adoption of the rules in Regulation (EC) No 1528/2007, and that it should look at the economic, social and environmental impact of the global sourcing derogation on the population of Papua New Guinea, particularly coastal communities; in that connection, asks for immediate information about the terms of reference of this report and as to whether all stakeholders and affected parties, including civil society organisations in Papua New Guinea, will be consulted in the run-up to the report;

The Commission takes the view that it is highly unlikely that Papua New Guinea’s exports will cause any serious disruption to the EU’s fishing and canning industry given the low volume of trade between Papua New Guinea and the EU, and Papua New Guinea’s low market share in the EU tuna market of around 3% in recent years.
