TRADUCTIONS EN CONTEXTE

Net zoals in het kader van de GLB-hervorming van 2003 moet, in het belang van het concurrentievermogen, de marktgerichtheid en de duurzaamheid van de landbouw in de Gemeenschap, de overschakeling van productiesteun naar producentensteun worden voortgezet door de steun die in de Integrale-GMO-verordening is vastgesteld voor gedroogde voedergewassen, vlas, hennep en aardappelzetmeel af te schaffen, en door de steun voor deze producten te integreren in de regeling inzake ontkoppelde inkomenssteun voor elk bedrijf. De ontkoppeling van de aan de landbouwers te betalen steun zal, net als in het kader van de GLB-hervorming van 2003, de daadwerkelijk betaalde bedragen onverlet laten, maar wel de doeltreffendheid van de inkomenssteun aanzienlijk verbeteren.
As was the case with the CAP reform of 2003, with a view to enhancing the competitiveness of Community agriculture and promoting more market-oriented and sustainable agriculture, it is necessary to continue the shift from production support to producer support by abolishing the existing aids in the Single CMO Regulation for dried fodder, flax, hemp and potato starch and integrating support for these products into the system of decoupled income support for each farm. As was the case with the 2003 CAP reform, while decoupling aid paid to farmers will leave the actual amounts paid unchanged, it will significantly increase the effectiveness of the income support.

The purpose of the programme, consisting of a range of conferences, workshops and seminars, is to help farmers understand current issues that may impact upon their businesses such as CAP reform, catchment sensitive farming, and the introduction of new Environmental Stewardship Schemes.

(10) Overwegende dat in de Gemeenschap een hervorming van het gemeenschappelijk landbouwbeleid gaande is, die structuurmaatregelen en begeleidende maatregelen ten behoeve van de plattelandsontwikkeling omvat; dat het Europees Orientatie- en Garantiefonds voor de Landbouw (EOGFL), afdeling Oriëntatie, in dat verband tot de verwezenlijking van de prioritaire doelstelling inzake ontwikkeling en structurele aanpassing van regio's met een ontwikkelingsachterstand moet blijven bijdragen door verbetering van de doeltreffendheid van de structuren voor de productie, de verwerking en de afzet van landbouw- en bosbouwproducten en door ontwikkeling van het eigen potentieel van de plattelandsgebieden; dat het EOGFL, afdeling Garantie, dient bij te dragen tot de verwezenlijking van de prioritaire doelstelling inzake economische en sociale omschakeling van de zones die in structurele moeilijkheden verkeren, overeenkomstig Verordening (EG) nr. 1257/1999 van de Raad van 17 mei 1999 inzake steun voor plattelandsontwikkeling uit het EOGFL(7);
(10) Whereas the Community has undertaken a reform of the common agricultural policy which includes structural and accompanying measures for promoting rural development; whereas in this context the Guidance Section of the European Agricultural Guidance and Guarantee Fund (EAGGF) should continue to contribute to attaining the priority objective of the development and structural adjustment of the regions whose development is lagging behind, by improving the efficiency of the structures of production, processing and marketing of agricultural and forest products and developing local potential in rural areas; whereas the EAGGF Guarantee Section contributes to attaining the priority objective of economic and social conversion of areas facing structural difficulties, in accordance with Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) and amending and repealing certain Regulations(7);
