De oorsprongsregels voor de omschrijving van het begrip „producten van oorsprong” alsook de desbetreffende procedures en methoden van administratieve samenwerking, zoals vastgesteld in Verordening (EEG) nr. 2454/93 van de Commissie van 2 juli 1993 houdende vaststelling van enkele bepalingen ter uitvoering van Verordening (EEG) nr. 2913/92 van de Raad tot vaststelling van het communautair douanewetboek , moeten van toepassing zijn op de tariefpreferenties waarin deze verordening voorziet, teneinde te garanderen dat de voordelen van dit schema uitsluitend ten goede komen aan de beoogde begunstigde landen.
The rules of origin concerning the definition of the concept of originating products, the procedures and the methods of administrative cooperation related thereto, laid down in Commission Regulation (EEC) No 2454/93 of 2 July 1993 laying down provisions for the implementation of Council Regulation (EEC) No 2913/92 establishing the Community Customs Code , should apply to the tariff preferences provided for by this Regulation, in order to ensure that the benefit of this scheme goes only to those beneficiary countries which the scheme is intended to benefit.

Bij of krachtens deze verordening kunnen bijzondere bepalingen worden vastgesteld, in het bijzonder betreffende de gemeenschappelijke definitie van het begrip „oorsprong van goederen”, zoals bedoeld in Verordening (EEG) nr. 2913/92 van de Raad van 12 oktober 1992 tot vaststelling van het communautair douanewetboek

Reiterates the importance of defining the concept of 'corporate group' in order to prevent firms from opportunistically distributing profits and losses among Member States; considers that, for the purpose of defining a corporate group, it might be useful to identify specific critical features within the undertaking such as foreseen in the Directive 94/45/EC on the establishment of a European Works Council or a procedure in Community-scale undertakings and Community-scale groups of undertakings for the purposes of informing and consulting employees;

18. wijst opnieuw op het belang van het definiëren van het begrip "ondernemingsgroep", om te voorkomen dat ondernemingen zich opportunistisch gedragen bij de verdeling van winsten en verliezen tussen de lidstaten; is van mening dat het met het oog op het definiëren van een ondernemingsgroep nuttig zou kunnen zijn specifieke kenmerken binnen de onderneming aan te wijzen, zoals bepaald in Richtlijn 94/45/EG inzake de instelling van een Europese ondernemingsraad of van een procedure in ondernemingen of concerns met een communautaire dimensie ter informatie en raadpleging van de werknemers;
