In dit verband en in overeenstemming met de conclusies van de Raad over de modernisering van het hoger onderwijs , behelst de term „hoger onderwijs” alle tertiaire instellingen, waaronder ook universiteiten, universiteiten voor toegepaste wetenschappen, technologische instituten, grandes écoles, business schools, ingenieursopleidingen, technische universiteiten, hogescholen, instellingen voor hoger beroepsonderwijs, polytechnische instituten en academies kunnen vallen.
In this context and in line with the Council conclusions on the modernisation of higher education , the term ‘higher education’ encompasses all tertiary institutions which may include, inter alia, universities, universities of applied science, institutes of technology, grandes écoles, business schools, engineering schools, IUTs, colleges of higher education, professional schools, polytechnics and academies.

Om de voorwaarden voor spin-offs en innovatieve start-ups te verbeteren en ervoor te zorgen dat onderzoekers zich ondernemersvaardigheden eigen kunnen maken is het van groot belang dat in de natuurwetenschappelijke, resp. technische studierichtingen en instellingen voor hoger beroepsonderwijs stelselmatig aan de invoering van ondernemerschapsopleidingen wordt gewerkt. Ook is meer samenwerking tussen business schools en technische, resp. natuurwetenschappelijke faculteiten nodig (bijvoorbeeld door de oprichting van interdisciplinaire teams studenten en promovendi).
Special attention should be paid to systematically integrating entrepreneurship training in scientific and technical studies and within technical institutions (e.g. polytechnics), in order to better enable spin-offs and innovative start-ups, and as a means to help researchers to acquire entrepreneurial skills. Business schools and technical/scientific faculties should collaborate more, for instance by creating interdisciplinary teams of students and doctoral candidates.
