TRADUCTIONS EN CONTEXTE

I. overwegende dat al vóór de expansie van ISIS/Da'esh, de massale bombardementen door de strijdkrachten van de Syrische regering de vernieling hebben veroorzaakt van onschatbare culturele eigendommen als die van Apamea (Hama), de monumentale oude Grieks-Romeinse en Perzische site van Palmyra (Homs), de werelderfgoedsite "Krak des Chevaliers" (Homs), de oude rots van Qalat al Mudiq (Hama) en onlangs de oude stad van Aleppo;
I. whereas, even before the ISIS/Da’esh expansion, massive shelling by Syrian government military forces caused the destruction of priceless cultural properties such as those of Apamea (Hama), the monumental Greco-Roman and Persian ancient site of Palmyra (Homs), the Crac des Chevaliers World Heritage site (Homs), the ancient rock of Qalat al Mudiq (Hama), and recently the old town of Aleppo;

F. overwegende dat de Nederlandse jezuïetenpater Frans van der Lugt, die tientallen jaren lang in Syrië woonde en bekend raakte omdat hij de belegerde stad Homs weigerde te verlaten, op 7 april 2014 door schutters geslagen en doodgeschoten werd; overwegende dat de secretaris-generaal van de VN zijn veroordeling heeft uitgesproken over deze onmenselijke gewelddaad tegen een man die de bevolking van Syrië terzijde stond tijdens de belegering en in steeds benardere omstandigheden; overwegende dat er nog andere christenen verblijven in het klooster waar pater van der Lugt werd vermoord, en dat de internationale gemeenschap zich zorgen maakt over hun veiligheid, alsook over de veiligheid van de vele burgers die zich nog steeds in de verder belegerde stad Homs bevinden;
F. whereas Dutch Jesuit Father Frans van der Lugt, who had been living in Syria for many decades and was well known for refusing to leave the besieged city of Homs, was beaten and shot dead by gunmen on 7 April 2014; whereas the UN Secretary-General has condemned this inhumane act of violence against a man who stood by the people of Syria amid sieges and growing difficulties; whereas other Christians remain in the monastery where Father van der Lugt was killed and the international community is worried about their safety, as it is worried about the safety of the many civilians still trapped in the city of Homs, which continues to be under siege;

1. Fully supports the Geneva II Conference on Syria, which should be the first step in a process that will lead to a political solution to the conflict; is convinced that a lasting solution to the current crisis in Syria can only be achieved through a Syrian-led, inclusive political process with the backing of the international community; underlines the need for a genuine political transition in the country, thereby addressing the people’s aspiration for freedom and democracy; calls on all parties to engage constructively in a genuine negotiation; welcomes the meetings between representatives of the Syrian Government and opposition groups in the presence of UN-Arab League Joint Special Representative Lakhdar Brahimi, at which among other topics the situation in the besieged city of Homs was discussed; welcomes the fact that the sides have reached a provisional agreement that would see humanitarian aid enter Homs and would allow women and children to leave its war-ravaged areas; expresses disappointment that in practice there has been no movement on allowing UN aid convoys into Homs, or on allowing civilians to leave the besieged city; stresses that following the outcome of negotiations regarding the Yarmouk refugee camp in Damascus, some aid has been delivered to its residents; notes that no serious breakthrough and no major change in the position of either side could be witnessed during the first talks; takes positive note of the fact that a second round of talks is planned for 10 February 2014; welcomes the statement by Lakhdar Brahimi in which he expressed the hope that ‘we will try to draw some lessons about what we did and see if we can organise ourselves better for the next session’;

C. whereas residents inside the besieged city of Homs are under massive continuous bombardment and fear that the regime is preparing to make a final deadly ground assault; whereas on 12 February 2012 Arab media reported that Syrian tanks and artillery were heavily bombarding the city of Hama, alongside the continued assault on Homs; whereas, at the same time, the Syrian authorities insist that they are confronting ‘terrorist groups’ and will continue until ‘order’ is restored;
