Your Rapporteur therefore proposes to require Member States to track and account for indicative purposes only emissions from HWP that were harvested outside the Union and used for energy purposes within the Member State on the basis of instantaneous oxidation while also providing information on the country of harvest and whether harvested in a sustainable manner.
