TRADUCTIONS EN CONTEXTE

Overeenkomstig artikel 15 van Verordening (EG) nr. 58/2003 dekt de huishoudelijke begroting van de uitvoerende agentschappen hun huishoudelijke uitgaven voor het begrotingsjaar.
In accordance with Article 15 of Regulation (EC) No 58/2003, the operating budget of the executive agencies covers their administrative expenditure for the financial year.

1. Gedurende de tweede helft van ieder boekjaar keurt de Raad de huishoudelijke begroting van de Organisatie voor het volgende boekjaar goed en stelt hij de bijdrage van ieder lid aan de begroting vast. Door de uitvoerend directeur wordt onder toezicht van de Commissie voor financiële en administratieve zaken een ontwerp van huishoudelijke begroting opgesteld overeenkomstig artikel 18.
1. During the second half of each financial year, the Council shall approve the Administrative Budget of the Organisation for the following financial year and shall assess the contribution of each Member to that Budget. A draft Administrative Budget shall be prepared by the Executive Director under the supervision of the Finance and Administration Committee in accordance with the provisions of Article 18.

verzoekt de lidstaten om overeenkomstig artikel 17 van IAO-Verdrag nr. 189 te voorzien in doeltreffende en toegankelijke klachtenmechanismen en hulpmiddelen om de naleving van de nationale wet- en regelgeving inzake de bescherming van huishoudelijk personeel te verzekeren; verzoekt de lidstaten voorts maatregelen voor arbeidsinspecties, handhaving en sancties te ontwikkelen en ten uitvoer te leggen, met inachtneming van de specifieke kenmerken van huishoudelijk werk, overeenkomstig de nationale wet- en regelgeving; vraagt dat in dergelijke maatregelen, voor zover verenigbaar met de nationale wet- en regelgeving, specifiek wordt omschreven onder welke voorwaarden toegang tot een woonhuis mag worden verleend, met inachtneming van de privacy; verzoekt de lidstaten om overeenkomstig de nationale regelgeving na te denken over mechanismen om misbruik effectief aan te pakken, bijvoorbeeld met inspecties ter plaatse indien een vermoeden van misbruik bestaat.
Calls on the Member States, in accordance with Article 17 of ILO Convention No 189, to establish effective and accessible complaint mechanisms and means of ensuring compliance with national laws and regulations for the protection of domestic workers; calls, furthermore, on the Member States to develop and implement measures for labour inspection, enforcement and penalties with due regard for the special characteristics of domestic work, in accordance with national laws and regulations; asks that, in so far as this is compatible with national laws and regulations, such measures specify the conditions under which access to household premises may be granted, having due respect for privacy; asks the Member States, in line with national regulations, to consider mechanisms to effectively address abuses, such as in-house inspections in cases where there are grounds for suspicion of abuse.

(4) Since the objectives of the action to be taken, namely to reduce the contribution of phosphates from detergents to eutrophication risks, to reduce the costs of phosphates removal in waste water treatment plants and to ensure the smooth functioning of the internal market in household laundry detergents, cannot be sufficiently achieved by Member States as national measures with different technical specifications cannot influence the quality of water crossing national borders, and can therefore be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

(4) Daar de doelstellingen van de voorgenomen maatregel, namelijk de vermindering van de bijdrage van fosfaten in detergentia aan het risico van eutrofiëring, het terugdringen van de kosten voor de fosfaatverwijdering in waterzuiveringsinstallaties en te zorgen voor een goed functionerende interne markt voor huishoudelijke detergentia, niet voldoende door de lidstaten kunnen worden verwezenlijkt omdat de kwaliteit van grensoverschrijdend water niet met behulp van nationale maatregelen met verschillende technische specificaties kan worden gereguleerd, en derhalve beter op het niveau van de Unie kunnen worden verwezenlijkt, kan de Unie overeenkomstig het in artikel 5 van het Verdrag betreffende de Europese Unie neergelegde subsidiariteitsbeginsel, maatregelen nemen.

Artikel 1 moet niet alleen huishoudelijk werk betreffen, maar ook huishoudelijke diensten.
Article 1 should cover not only domestic work, but also household services.

Met betrekking tot Richtlijn 92/75/EEG moet de Commissie de bevoegdheid worden gegeven om andere soorten huishoudelijke apparaten toe te voegen aan de lijst in artikel 1, lid 1, en om uitvoeringsbepalingen vast te stellen over de in de lijst opgenomen soorten huishoudelijke apparaten.
As regards Directive 92/75/EEC, the Commission should be empowered to add further types of household appliance to the list set out in Article 1(1) thereof and to adopt measures regarding the listed types of household appliance.

2. Binnen 12 maanden na de aanneming van de kaderrichtlijn, stelt de Commissie overeenkomstig de in artikel 15, lid 2, bedoelde procedure en na raadpleging van het in artikel 14 genoemde overlegforum uitvoeringsmaatregelen vast voor tenminste de producten die in het EKP beschouwd worden als producten die een grote bijdrage kunnen leveren tot de kosteneffectieve beperking van broeikasgasemissies, zoals verwarmings- en waterverwarmingstoestellen, elektrische motorsystemen, verlichtingsinstallaties in zowel de huishoudelijke als de tertiaire sector, huishoudapparaten, kantoorapparaten zowel in de huishoudelijke als de tertiaire sector, consumentenelektronica en HVAC-systemen (verwarming, ventilatie en airconditioning).
2. Within 12 months of the adoption of the Framework Directive, and in accordance with the procedure laid down in Article 15 (2) and after consulting the Consultation Forum, the Commission shall adopt implementing measures at least for those products which have been identified by the ECCP as offering a high potential for cost-effective reduction of greenhouse gas emissions, such as heating and water heating equipment, electric motor systems, lighting in both the domestic and tertiary sectors, domestic appliances, office equipment both in the domestic and tertiary sectors, consumer electronics and HVAC (heating ventilating air conditioning) systems.

Verder bepaalt het dat, met uitzondering van institutionele prerogatieven, proefprojecten, voorbereidende acties en de huishoudelijke uitgaven voor elke instelling, voor de uitvoering van alle huishoudelijke uitgaven een basisbesluit is vereist (artikel 49, lid 2).
It also provides that, with the exception of institutional prerogatives, pilot projects, preparatory measures and the administrative appropriations for each institution, all operational expenditure requires a basic act in order to be implemented (Article 49(2)).
