V. overwegende dat het onaanvaardbaar is potentieel talrijke gevallen van mannelijke infertiliteit te tolereren, alleen om recyclers van zacht pvc en downstream-gebruikers in staat te stellen kosten te besparen bij de productie van laagwaardige artikelen, om te concurreren met import van lage kwaliteit;
V. whereas it is not acceptable to tolerate potentially numerous cases of male infertility simply to allow soft PVC recyclers and downstream users to save costs in the production of low-value articles so as to compete with low-quality imports;
