The quality of our innovation systems therefore requires particular attention[6]. This may include exploring the potential of clusters as innovative poles for growth and jobs, in particular the formation and cooperation of trans-national clusters within the EU. The Hampton Court meeting also called for urgent action to promote excellence in both research and education, particularly world-class universities with adequate funding streams and closer links with business.
