TRADUCTIONS EN CONTEXTE

Het instrument voor pretoetredingssteun voor de periode van 2014 tot en met 2020 („IPA II”) moet de in bijlage I vermelde begunstigden ondersteunen bij de bepaling en de tenuitvoerlegging van de politieke, institutionele, wettelijke, administratieve, sociale en economische hervormingen die voor die begunstigden nodig zijn om te voldoen aan de waarden van de Unie, en om zich geleidelijk aan te passen aan de regels, de normen, het beleid en de praktijken van de Unie met het oog op lidmaatschap van de Unie.
The Instrument for Pre–accession Assistance for the period from 2014 to 2020 (‘IPA II’) shall support the beneficiaries listed in Annex I in adopting and implementing the political, institutional, legal, administrative, social and economic reforms required by those beneficiaries in order to comply with the Union's values and to progressively align to the Union's rules, standards, policies and practices, with a view to Union membership.

25. is ingenomen met het besluit om extra financiering uit het instrument voor pretoetredingssteun II voor de periode 2014-2020 beschikbaar te stellen voor hervormingen die verband houden met de rechtsstaat en grondrechten, binnenlandse zaken en het maatschappelijk middenveld; wijst erop dat de bevordering van de rechtsstaat, democratie en fundamentele vrijheden de belangrijkste beginselen vormen met betrekking tot pretoetredingssteun; herinnert aan de conclusie van de Raad van december 2014 dat beter zal worden gelet op de samenhang tussen financiële steun en de algehele vooruitgang bij de uitvoering van de pretoetredingsstrategie, onder meer op het vlak van de volledige eerbiediging van fundamentele rechten en vrijheden; dringt er voorts bij de Commissie op aan de tenuitvoerlegging van het instrument voor pretoetredingssteun II nauwlettend te volgen in alle kandidaat-lidstaten en middelen uit het Europees instrument voor democratie en mensenrechten (EIDHR) aan te wenden voor de bevordering van de vrijheid van meningsuiting, met inbegrip van mediavrijheid, pluriformiteit van de media, vrijheid van vereniging en vergadering, vakbondsrechten en de vrijheid van gedachte;
25. Welcomes the decision that reforms related to the rule of law and fundamental rights, home affairs and civil society are to receive increased funding under the Instrument for Pre-Accession (IPA) II for the period 2014-2020; points out that the promotion of the rule of law, democracy and fundamental freedoms are key principles governing pre-accession support; reiterates the Council’s December 2014 conclusion that enhanced coherence between financial assistance and the overall progress made in the implementation of the pre-accession strategy, including full respect of the rule of law and fundamental freedoms, will be introduced; calls, in addition, on the Commission to closely monitor the implementation of IPA II in all candidate countries and to dedicate resources available under the European Instrument for Democracy and Human Rights (EIDHR) to supporting freedom of expression, including media freedom, media pluralism, freedom of association and assembly, trade union related rights and freedom of thought;

Het Europees Parlement, de Raad van de Europese Unie en de Europese Commissie komen overeen dat artikel 2, lid 1, onder a), ii), van Verordening (EU) nr. 231/2014 van het Europees Parlement en de Raad van 11 maart 2014 tot vaststelling van een instrument voor pretoetredingssteun (IPA II) moet worden geïnterpreteerd als het toestaan van de financiering van programma's die bedoeld zijn om het respect voor en de bescherming van minderheden overeenkomstig de criteria van Kopenhagen te bevorderen, zoals het geval was in het kader van Verordening (EG) nr. 1085/2006 van de Raad van 17 juli 2006 tot invoering van een instrument voor pretoetredingssteun (IPA).
The European Parliament, the Council of the European Union and the European Commission agree that point (ii) of point (a) of Article 2(1) of Regulation (EU) No 231/2014 of the European Parliament and of the Council of 11 March 2014 establishing an Instrument for Pre-Accession Assistance (IPA II) is to be interpreted as allowing the funding of programmes aimed at enhancing respect for and protection of minorities in line with the Copenhagen criteria, as it was the case under Regulation (EC) No 1085/2006 of the Council of 17 July 2006 establishing an Instrument for Pre-Accession Assistance (IPA).

In haar Mededeling van 29 juni 2011 met als titel „Een begroting voor Europa 2020”, legt de Commissie het kader vast voor de instrumenten van de Unie ter financiering van extern optreden, inclusief het Instrument voor pretoetredingssteun (IPA II).
In its Communication of 29 June 2011 entitled ‘A Budget for Europe 2020’, the Commission set the framework for the Union's instruments for financing external action, including the Instrument for Pre-accession Assistance (‘IPA II’).

Er moet voor een vlotte en naadloze overgang tussen het instrument voor pretoetredingssteun („IPA”), ingevoerd bij Verordening (EG) nr. 1085/2006 en IPA II worden gezorgd, en de periode waarin deze verordening van toepassing is moet worden afgestemd op die van Verordening (EU, Euratom) nr. 1311/2013 van de Raad (9).
It is appropriate to ensure a smooth transition without interruption between the Instrument for Pre-accession Assistance (‘IPA’) established under Regulation (EC) No 1085/2006, and IPA II and to align the period of application of this Regulation with that of Council Regulation (EU, Euratom) No 1311/2013 (9).

To that effect, the ERDF should contribute to the cross-border and sea-basin programmes established under the European Neighbourhood Instrument (ENI) pursuant to a future Union legislative act concerning the European Neighbourhood Instrument for the period 2014–2020 (the 'ENI legislative act') and the Instrument for Pre-Accession Assistance (IPA II) pursuant to a future Union legislative act concerning the Pre-Accession Assistance for the period 2014-2020 (the 'IPA II legislative act').

3. Om de internationale dimensie van het hoger onderwijs te bevorderen, zoals beschreven in artikel 13, lid 2 , van Verordening (EU) nr/.van het Europees Parlement en de Raad , wordt een indicatief bedrag van 1 680 000 000 EUR uit de verschillende instrumenten voor het externe beleid (het instrument voor ontwikkelingssamenwerking, het Europees nabuurschapsinstrument, het instrument voor pretoetredingssteun, het partnerschapsinstrument) toegewezen voor leermobiliteitsacties naar of vanuit niet-EU-landen en voor samenwerking en beleidsdialoog met autoriteiten, instellingen en organisaties uit deze landen.
3. As referred to in paragraph 2 of Article 13 of the Regulation (EU) No ./. of the European Parliament and of the Council , in order to promote the international dimension of higher education, an indicative amount of EUR 1 680 000 000 from the different external instruments (Development Cooperation Instrument, European Neighbourhood Instrument, Instrument for Pre-accession Assistance, Partnership Instrument), will be allocated to actions of learning mobility to or from non-EU countries and to cooperation and policy dialogue with authorities/institutions/organisations from these countries.

Om de internationale dimensie van het hoger onderwijs te bevorderen, zoals beschreven in artikel 13, lid 2, van Verordening (EU) nr/.van het Europees Parlement en de Raad*, wordt een indicatief bedrag van 1 680 000 000 EUR uit de verschillende instrumenten voor het externe beleid (het instrument voor ontwikkelingssamenwerking, het Europees nabuurschapsinstrument, het instrument voor pretoetredingssteun, het partnerschapsinstrument) toegewezen voor leermobiliteitsacties naar of vanuit niet-EU-landen en voor samenwerking en beleidsdialoog met autoriteiten, instellingen en organisaties uit deze landen.

– (EL) Mijnheer de Voorzitter, mijnheer de commissaris, geachte collega´s, staat u mij toe om allereerst eraan te herinneren dat het instrument voor pretoetredingssteun een nieuw financieel instrument van de Unie is voor pretoetredingssteun in de periode 2007-2013 en de plaats inneemt van de vorige programma´s voor kandidaat-lidstaten en potentiële kandidaat-lidstaten, namelijk Phare, Cards, Ispa, enzovoort.
