29. beseft dat windmolens op de Noordzee in 2030 meer dan 8 % van de in Europa geleverde elektriciteit kunnen opwekken; merkt voorts op dat door een gecoördineerde planning en aanleg van een regionale offshore-netinfrastructuur, markttoegang en het delen van reserves in het Noordzeegebied tegen 2030 kostenbesparingen van 5-13 miljard EUR zouden kunnen worden behaald, doordat de regionale markt beter geïntegreerd is; roept de Commissie en de relevante lidstaten op om deze mogelijkheden te bekrachtigen bij de ontwikkeling van de beheersstructuur voor 2030 en de daaruit volgende plannen; vraagt de Commissie en de lidstaten om hun krachtige politieke steun voor en goedkeuring van het offshore-net op de Noordzee, omdat dit een centraal onderdeel is bij de opbouw van een echte energie-unie; dringt er bij de komende voorzitterschappen van de Raad van de EU op aan voorbereidingen te treffen voor de goedkeuring tijdens het Nederlandse voorzitterschap in 2016 van een juridisch kader in de vorm van een intergouvernementeel akkoord tussen de betrokken lidstaten waarin een gezamenlijke elektriciteitsstrategie voor de Noordzee wordt vastgelegd;
29. Acknowledges that offshore wind in the North Sea region has the potential to generate over 8 % of Europe’s power supply by 2030; notes further that coordination of the planning and building of a regional offshore grid infrastructure, market access and reserve sharing in the North Sea region could lead to cost savings of EUR 5-13 billion per year by 2030 through a better integrated regional market; calls on the Commission and the relevant Member States to endorse these potentials when developing the 2030 governance structure and the subsequent planning; calls on the Commission and the Member States for strong political support and endorsement of the North Sea Offshore Grid as a key step in building an effective Energy Union; urges the upcoming Presidencies of the Council of the EU to prepare and agree on a legal framework during the 2016 Dutch Presidency in the form of an Intergovernmental Agreement between the relevant Member States that defines a shared North Seas electricity strategy;

Notes the start of negotiations on Turkey's accession to the Energy Community; welcomes Turkey's signing of the Intergovernmental Agreement on the Nabucco gas pipeline, the implementation of which remains one of the EU's highest energy security priorities, and calls for opening of the energy chapter in the accession negotiations; notes at the same time the cooperation between Turkey, Russia and some EU Member States on the South Stream project;

22. Commends the progress that Turkey as a candidate country has made towards fulfilment of the Copenhagen political criteria; urges the Turkish Government and all parliamentary parties in Turkey to establish consensus on the formulation and implementation of key reforms; welcomes the government's approval of the judiciary reform strategy and points out the crucial importance of its swift implementation for the functioning of the Turkish State and society; is concerned about the situation in the area of freedom of expression and freedom of the press, particularly following the unprecedented fine imposed on a media group; notes with satisfaction the increasingly open public debate in Turkey about previous taboos; regrets the limited progress made in the area of freedom of religion, and urges the government to establish a legal framework in line with the European Convention for the Protection of Human Rights and Fundamental Freedoms enabling all non-Muslim religious communities and the Alevi community to function without undue constraints; deplores the continued non-fulfilment of commitments stemming from the Additional Protocol to the EC-Turkey Association Agreement and urges Turkey to proceed to its full, non-discriminatory implementation; calls on the Turkish Government, as well as on all the parties concerned, to contribute actively to the swift devising of a comprehensive settlement of the Cyprus question, based on UN Security Council resolutions and the principles on which the EU is founded; welcomes the efforts to resolve the Kurdish issue in the context of the "Democratic Opening" project; encourages the Turkish Government to take concrete measures to address the situation of citizens of Kurdish origin and asks all political forces to support this process; commends the diplomatic efforts made to normalise relations with Armenia and urges the Turkish Grand National Assembly, as well as the Parliament of Armenia, to ratify the relevant protocols; welc ...

De bedoeling van het voorgestelde besluit is dat de Culturele hoofdstad van Europa niet langer via een intergouvernementeel akkoord wordt aangewezen, maar in het kader van de Gemeenschap op basis van het artikel inzake cultuur in het Verdrag betreffende de Europese Unie.
The proposed Decision is intended to end the designation of the European Capital of Culture by way of intergovernmental agreement and bring it into the Community framework, based on the article relating to culture in the Treaty on European Union.
