H. overwegende dat Winnie Magagula, minister voor Werk en Sociale Zekerheid van Swaziland, op 8 oktober 2014 alle federaties met onmiddellijke ingang buiten werking heeft gesteld en zo het Verbond van vakverenigingen van Swaziland (TUCOSWA) en de verenigde vakbonden van Swaziland (ATUSWA), de Werkgeversfederatie van Swaziland, de Kamer van koophandel (FSECC) en een aantal andere statutaire organen heeft ontbonden en overwegende dat in artikel 5 van het door de regering van Swaziland geratificeerde ILO-Verdrag nr. 87 betreffende de vrijheid tot het oprichten van vakverenigingen het recht van werknemersorganisaties wordt erkend om deel uitmaken van een federatie of confederatie naar keuze;
H. whereas, on 8 October 2014, Winnie Magagula, Swaziland’s Minister of Labour and Social Security, suspended all federations with immediate effect, dissolving the Trade Union Congress of Swaziland (TUCOSWA), the Amalgamated Trade Unions of Swaziland (ATUSWA), the Federation of Swaziland Employers and Chamber of Commerce (FSECC) and a number of other statutory bodies, and whereas Article 5 of ILO Convention No 87 on freedom of association, ratified by the Government of Swaziland, recognises the right of workers’ organisations to join federations and confederations of their own choice;

4. Recommends that, in order to ensure the portability of social security rights, a standard reciprocal social security clause should be introduced in Association Agreements and that with countries that are not covered by an Association Agreement, an EU-level uniform and reciprocal social security agreement should be negotiated while ensuring full compliance with EU and national law;
