A number of international organisations have direct competence in dealing with issues relating to biotechnology - biosafety is addressed by the Cartagena Protocol, biodiversity by the Convention on Biological Diversity (CBD), agriculture by the Food and Agriculture Organisation (FAO), intellectual property rights and technology transfer by the World Intellectual Property Organisation (WIPO) and World Trade Organisation (WTO), trade by the WTO, risk analysis of foods derived from modern biotechnology in Codex Alimentarius under the World Health Organisation (WHO)/FAO, plant protection under the International Plant Protection Convention (IPPC), and the development of consensus documents by the Organisation for Economic Co-operation and Development (OECD).

1. Onverminderd de uit hoofde van het Internationaal Verdrag voor de bescherming van planten (International Plant Protection Convention — IPPC) geldende verplichtingen, en rekening houdend met de toepasselijke internationale normen, aanvaardt de bevoegde autoriteit een fytosanitair certificaat bij planten, plantaardige producten of andere materialen die vanuit een derde land worden binnengebracht, uitsluitend als de inhoud van dat certificaat voldoet aan bijlage V, deel A. 1. Without prejudice to obligations under the International Plant Protection Convention (IPPC) and taking into account relevant international standards, the competent authority shall only accept a phytosanitary certificate accompanying plants, plant products or other objects to be introduced from a third country, if the content of that certificate complies with Part A of Annex V. Where the plants, plant products or other objects are to be introduced from a third country from which they do not originate, the competent authority shall only accept a phytosanitary certificate complying either with Part A or Part B of Annex V.

WELCOMES the European Strategy for Invasive Alien Species developed under the Bern Convention and the adoption, in the context of the International Plant Protection Convention, of the supplement to the International Standard for Phytosanitary Measures No. 11 (Pest Risk Analysis for quarantine pests), which provides details regarding the analysis of the risks that plant pests pose to the environment and biodiversity, including risks affecting uncultivated/unmanaged plants, wild flora, habitats and ecosystems;

43. BENADRUKT het belang van een correcte uitvoering van en een betere coördinatie, op alle niveaus, tussen het CBD, het UNFCCC, het Verdrag ter bestrijding van woestijnvorming (UNCCD), het Bossenforum van de Verenigde Naties (UNFF), de Overeenkomst inzake de internationale handel in bedreigde in het wild levende dier- en plantensoorten (CITES), de Overeenkomst van Ramsar inzake watergebieden, het Verdrag inzake trekkende diersoorten, het Internationaal Verdrag voor de bescherming van planten (IPPC) en andere relevante over-eenkomsten en processen, met als doel het bevorderen van de samenhang en onderlinge versterking, alsmede het waarborgen van de milieu-integriteit, het vermijden van overlap-pingen en tegenstrijdigheden en het optimaliseren van de baten en de synergieën; en BEKLEMTOONT in dit verband tevens de leidinggevende rol van het CBD voor het behoud en het duurzame gebruik van biodiversiteit;
43. STRESSES the importance of the proper implementation of and better coordination between the CBD, the UNFCCC, the Convention to Combat Desertification (UNCCD), the United Nations Forum on Forests (UNFF), the Convention on International Trade in Endangered Species (CITES), the Ramsar Convention on Wetlands, the Convention on Migratory Species of Wild Animals, the International Plant Protection Convention (IPPC) and other relevant agreements and processes, on all levels, to promote coherence and mutual supportiveness while ensuring environmental integrity, avoiding duplication and contradictions and optimising benefits and synergies; and in this context also EMPHASIZES the leading role of the CBD on the conservation and sustainable use of biological diversity;

33. BELIEVES that it is crucial to further develop cooperation between ongoing processes on invasive alien species in different fora and STRESSES that there should be a strong involvement of relevant conventions processes and organisations, such as the Global Invasive Species Programme (GISP), the World Conservation Union (IUCN), the Food and Agriculture Organisation (FAO), the Ramsar Convention, the Bern Convention, the Convention on International Trade in Endangered Species (CITES) and the International Plant Protection Convention (IPPC);
