The Union and the OCTs shall promote regulatory convergence with recognised international standards on regulation and supervision in the area of financial services including: the Basel Committee’s ‘Core Principle for Effective Banking Supervision’, the International Association of Insurance Supervisors’ ‘Insurance Core Principles’, the International Organisation of Securities Commissions’ ‘Objectives and Principles of Securities Regulation’, the OECD’s ‘Agreement on exchange of information on tax matters’, the G20 ‘Statement on Transparency and exchange of information for tax purposes’, the Financial Stability Board’s ‘Key Attributes of Effective Resolution Regimes for Financial Institutions’ and the Financial Action Task Force’s ‘International Standards on Combating Money Laundering and the Financing of Terrorism and Proliferation — the FATF Recommendations’.

Daarnaast hebben belangrijke financiële fora als het Internationaal Monetair Fonds en de International Association of Insurance Supervisors (IAIS) verklaard dat het ontbreken van geharmoniseerde toezichtregelgeving op het gebied van herverzekering op Gemeenschapsniveau een belangrijke leemte vormt in het wetgevingskader op het gebied van financiële diensten, en dat deze moet worden opgevuld.

Ik heb de Europese Commissie en de nationale toezichthouders voor het verzekeringswezen in mijn amendementen daarom opgeroepen om in het kader van de International Association of Insurance Supervisors intensiever samen te werken teneinde de normen voor corporate governance en de interne controleprocedures nader uit te werken.
In one of my amendments I therefore called on the Commission and national insurance supervisors to cooperate more closely with the International Association of Insurance Supervisors to get standards of corporate governance and internal controlling procedures extended.
