3. is van mening dat in de huidige fase van reflectie over het Verdrag het volgende moet worden aangepakt: het huidige kader van de macro-economische besluitvorming waarover de Werkgroep economisch beheer van de Conventie al van gedachten heeft gewisseld; de economische en sociale doelstellingen van de EU; de uitbreiding van de medebeslissingsprocedure tot aangelegenheden van economisch beleid; de verantwoordelijkheid van de ECB met inachtneming van haar onafhankelijke positie; de coördinatie van het economisch beleid en de rol van de Eurogroep hierin; de procedure voor het omgaan met te grote tekorten; de bevoegdheid van de EU in fiscale kwesties; de tenuitvoerlegging van een evocatierecht voor het Parlement in de context van de comitologieprocedure uiterlijk per 1 april 2008 en de vertegenwoordiging van de eurozone in internationale instellingen;

Believes that the ongoing period of reflection on the Constitutional Treaty should tackle: the current framework of macroeconomic governance, such as it was already discussed by the Convention's Economic Governance Group; the economic and social objectives of the EU; the extension of co-decision procedures to economic policy issues; the responsibility of the ECB, while respecting its independence; the co-ordination of economic policies and the role of the Eurogroup in this context; the procedure to handle excessive deficits; the competence of the EU in tax matters; the implementation of a call-back right for the Parliament in the context of the comitology procedure by 1 April 2008 at the latest; and the representation of the euro zone within international institutions;
