Voortbouwend op zijn beschikking van 24 juni 1993 inzake een bewakingssysteem voor de uitstoot van CO2 en andere broeikasgassen in de Gemeenschap, verzoekt de Raad de Commissie om zo spoedig mogelijk een voorspelling in te dienen met betrekking tot de uitstoot van broeikasgassen tot het jaar 2000, door consolidatie van de voorspellingen die de Lid-Staten hebben verschaft in hun nationale mededelingen op een vergelijkbare basis, met inachtneming van de IPPC-methoden inzake inventarissen.
In the follow-up to its Decision of 24 June 1993 for a monitoring mechanism of Community CO2 and other greenhouse gas emissions, the Council invites the Commission to notify it as soon as possible of projected greenhouse gas emissions up to the year 2000 by combining the projections supplied by the Member States in their national communications on comparable bases in accordance with the IPPC inventory methodology.

6. Voortbouwend op zijn conclusies van 15/16 december 1994 en in het licht van de besprekingen in het Intergouvernementele Onderhandelingscomité 11 acht de Raad het wenselijk dat het mandaat waarover op de eerste Conferentie van de Partijen een besluit moet worden genomen, met name de volgende kernpunten bevat : a) vaststelling van een tweede fase om het einddoel van het Verdrag te bereiken ; b) instelling van een speciale ad hoc groep onder auspiciën van de Conferentie van de Partijen, die een protocol moet opstellen waartoe zoveel mogelijk Partijen kunnen toetreden en dat voortbouwt op beginselen van artikel 3 van het Raamverdrag inzake klimaatverandering en op de bevindingen van de IPPC, waaronder het tweede evaluatieverslag.

The Council considers it desirable, drawing upon its conclusions of 15 and 16 December 1994, and in the light of the discussions at INC 11, that the mandate to be decided upon by the first Conference of the Parties contain, in particular, the following key elements: (a) Provision of a second step towards achieving the ultimate objective of the Convention (b) Establishment of a special ad hoc working group, under the auspices of the Conference of the Parties, to elaborate a protocol, to which as many Parties as possible could adhere, building upon the principles in Article 3 of the Framework Convention on Climate Change and the findings of the IPPC including its Second Assessment Report.
