Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;

J. overwegende dat Da'esh/ISIS op 23 februari 2015 in Tell Tamer, langs de zuidelijke oever van de rivier de Khabur in Noordoost-Syrië, ongeveer 220 Assyriërs heeft ontvoerd; overwegende dat de extremisten tijdens dezelfde operatie ook christelijke huizen en heiligdommen hebben vernield; overwegende dat tijdens de aanval van Da'esh/ISIS tientallen Assyriërs zijn omgekomen; overwegende dat Da'esh/ISIS in februari 2015 een verklaring heeft gedaan waarin het eiste dat de inwoners van de Assyrische dorpen in het Syrische gouvernement Al-Hasakah djizja betalen (een belasting uit de tijd van het vroeg-islamitische bewind die werd opgelegd aan niet-moslims en in 1856 in het hele Ottomaanse Rijk werd afgeschaft) of zich tot de islam bekeren, en waarschuwde dat zij anders zullen worden gedood; overwegende dat Da'esh/ISIS sinds 9 maart 2015 grootschalige aanvallen doet op Assyrisch-christelijke steden in het gebied rond de rivier de Khabur;
J. whereas on 23 February 2015 an estimated 220 Assyrians were abducted by ISIS/Da’esh near Tell Tamer on the southern Khabur River bank in north-east Syria; whereas during the same campaign the extremists also destroyed properties and holy places of the Christians; whereas dozens of Assyrians were killed during the IS assault; whereas IS reportedly issued a declaration in February 2015 requesting Assyrian villages in the Syrian Hasaka Province to pay the jizya, a tax on non-Muslims dating to early Islamic rule and abolished in 1856 across the Ottoman empire, to convert to Islam or else be killed; whereas major ISIS/Da’esh attacks have been reported on Assyrian Christian towns in the Khabur River area since 9 March 2015;

E. overwegende dat Da'esh/ISIS een campagne is begonnen om alle sporen van religieuze gemeenschappen en geloofsgemeenschappen die de islam anders interpreteren dan Da'esh/ISIS zelf, uit te roeien door de aanhangers van deze gemeenschappen te doden of te verjagen en hun heiligdommen, historische plaatsen en kunst- en gebruiksvoorwerpen – waaronder uniek en onvervangbaar erfgoed dat door de Unesco tot werelderfgoed is verklaard – te vernietigen, en dat Da'esh/ISIS dit optreden als een „culturele zuivering’ beschrijft;
E. whereas ISIS/Da’esh has embarked upon a campaign to eradicate all traces of religious and faith communities other than those representing its own interpretation of Islam, by killing or expelling its adherents and destroying their holy places, historical sites and artefacts, including unique and irreplaceable heritage recognised by UNESCO as World Heritage and described as ‘cultural cleansing’ by this organisation;

L. overwegende dat Da'esh/ISIS in het kader van een doelbewuste politiek van culturele en religieuze zuivering in Irak meer dan 100 kerken en een aantal sjiitische moskeeën en in Syrië ten minste 6 kerken zou hebben vernietigd; overwegende dat strijders van Da'esh/ISIS in februari 2015 opzettelijk ruchtbaarheid hebben gegeven aan de vernieling door hun toedoen van standbeelden en andere kunstvoorwerpen uit het oude Assyrische en Akkadische Rijk in het Iraakse Mosul-museum; overwegende dat Da'esh/ISIS vervolgens de oude Assyrische stad Nimrud heeft platgewalst en dat het recentelijker de Unesco-werelderfgoedlocatie Hatra zou hebben vernietigd; overwegende dat het Syrische regime naar verluidt kerken in oppositiewijken heeft gebombardeerd, onder meer in Homs in 2012 en in Idlib in 2013;
L. whereas as part of a deliberate policy of cultural and religious cleansing, IS has reportedly destroyed more than 100 churches in Iraq, and at least 6 churches in Syria, as well as a number of Shia mosques in Iraq; whereas in February 2015, IS fighters deliberately publicised their destruction of statues and other artefacts in the Mosul Museum dating back to the ancient Assyrian and Akkadian empires; whereas IS subsequently bulldozed the ancient Assyrian city of Nimrud and, most recently, it reportedly destroyed the UNESCO World Heritage site of Hatra; whereas the Syrian regime has reportedly shelled churches in opposition neighbourhoods, for example in Homs in 2012 and Idlib in 2013;
