(7) De conclusie van de evaluatie door de Commissie van het Groei- en werkgelegenheidsinitiatief volgens de situatie op 29 mei 2002 luidt dat de gebruikmaking van het JEV-programma door de markt gering is, het werkgelegenheidscheppend effect beperkt is en de administratieve kosten zeer hoog zijn en dat JEV zo snel mogelijk moet worden stopgezet.

(13) Sinds de stopzetting van de andere twee Europese programma's voor transnationale joint ventures - European Community Investment Partners (ECIP) ten behoeve van de ontwikkelingslanden in Azië, Latijns-Amerika, het Middellandse-Zeegebied en van Zuid-Afrika in 1999 en het programma ter bevordering van joint ventures en andere vormen van samenwerking in de MKB-sector van de landen van Midden- en Oost-Europa (LMOE) en de nieuwe onafhankelijke staten (NOS) in 2000 - heeft een groot aantal financiële intermediairs in het JEV-netwerk deze activiteit verminderd of beëindigd vanwege het geringe aantal JEV-aanvragen door het MKB, waardoor het in de meeste lidstaten niet langer mogelijk is een aanvraag in te dienen voor deelname aan het programma.
(13) Since the phasing-out of the other two European transnational joint venture programmes – European Community Investment Partners (ECIP) for the developing countries in Asia, Latin America, the Mediterranean region and South Africa (ALAMEDSA countries) in 1999 and the Programme to promote SME joint ventures and other joint agreements (JOP) in the Central and Eastern European Countries (CEECs) and New Independent States (NIS) in 2000 – many financial intermediaries in the JEV network have scaled down or ceased this activity because of the low volume of JEV applications from SMEs with the result that in the majority of Member States, in reality, it is no longer possible to apply for participation in the programme.

Notes that there are doubts about the JEV programme in the form in which it has existed hitherto, as SMEs investing in other Member States prefer to create subsidiaries rather than joint ventures, or enter into looser cooperation agreements without the obligation to create a new legal entity; therefore notes that the JEV in its current form is no longer appropriate and calls on the Commission to come forward with new proposals to encourage SMEs to develop business links across national borders, and in particular to help setting up cooperation links and stimulate entrepreneurship in the new Member States;

The European Commission adopted today, on an initiative of Commissioner Christos Papoutsis, responsible for Enterprise Policy, the Joint European Venture (JEV) Initiative which aims at providing support and encouragement for the development of transnational joint ventures between Small and Medium-sized Enterprises (SMEs) in the European Union, and at stimulating new economic activities by these companies with the potential to create stable and viable jobs.
