Valdis Dombrovskis, vicevoorzitter bevoegd voor Financiële Stabiliteit, Financiële Diensten en Kapitaalmarktenunie, hierover: “De voorstellen van vandaag maken deel uit van een bredere strategie ter versterking van de kapitaalmarkten en stimuleren beleggingen in de EU. Om tegen 2019 in Europa een echte kapitaalmarktenunie te hebben, moeten we in drie richtingen vooruit: Europese labels en paspoorten voor financiële producten, geharmoniseerde en vereenvoudigde regels om de kapitaalmarkten te verdiepen en een consistenter en efficiënter toezicht”.
Valdis Dombrovskis, Vice-President responsible for Financial Stability, Financial Services and Capital Markets Union, said: "Today's proposals are part of a broader strategy to strengthen capital markets and encourage investments in the EU. To have a genuine Capital Markets Union in Europe by 2019, we need to advance in three directions: European labels and passports for financial products, harmonised and simplified rules to deepen capital markets and more consistent and efficient supervision".

In januari 2017 startte de Commissie een raadpleging over de tussentijdse herziening van de kapitaalmarktenunie, waarbij belanghebbenden specifieke input konden geven ter aanvulling en bevordering van maatregelen in het kader van het actieplan voor de kapitaalmarktenunie.
In January 2017, the Commission launched a consultation on the CMU mid-term review, creating an opportunity for stakeholders to provide targeted input to complement and advance actions put forward in the CMU Action Plan.

5. wijst erop dat in het kader van een gezonde en solide kapitaalmarktenunie de onderlinge afhankelijkheid ten aanzien van andere financiële sectoren erkend moet worden en aanvullende marktgebaseerde financieringsbronnen voor de reële economie moeten worden verkend, en dat zij eerst en vooral moet worden gebaseerd op stevig verankerde bestaande structuren; benadrukt de noodzaak van een holistische kijk op de EU-regelgeving inzake financiële diensten, waarbij de kapitaalmarktenunie een bijdrage levert aan de aanvulling van financiering door banken; dringt erop aan dat in de kapitaalmarktenunie, naast de oriëntatie op bedrijfsfinanciering, het perspectief van consumenten en investeerders in aanmerking wordt genomen; is van mening dat de Commissie daartoe nauw dient samen te werken met het ESRB, de ETA's en de nationale bevoegde autoriteiten om eventuele discrepanties in het beleid te corrigeren die de doelstellingen van de kapitaalmarktenunie zouden kunnen ondermijnen; verzoekt de Commissie zich bij de ontwikkeling van een kapitaalmarkt voor de gehele Unie op goed functionerende beste praktijken te baseren;
5. Notes that a sound and robust CMU has to acknowledge the interdependencies with other financial sectors, explore additional market-based sources of funding for the real economy and be based first and foremost on well-established existing structures; stresses the need for a holistic view of EU financial services regulation in which the CMU contributes to complementing banking financing; calls for the CMU to reflect the perspective of consumers and investors, besides its orientation towards the financing of companies; to that end, the Commission should work closely with the ESRB, ESAs and National Competent Authorities to resolve any mismatches in approach that could risk undermining the objectives of the CMU; asks the Commission to use well-functioning best practices in order to develop a capital market for the whole Union;

D. overwegende dat de kapitaalmarkt in de Unie nog steeds versnipperd is; overwegende dat de kapitaalmarktenunie een waardevol kader zou kunnen vormen om kmo's in de hele EU gelijke toegang tot financiering te bieden en innovatieve platforms voor marktfinanciering te bevorderen; overwegende dat specifieke tekorten aan kredieten voor kmo´s en micro-ondernemingen eveneens te wijten zijn aan een gebrek aan gerichte oplossingen voor de reële economie; overwegende dat de kapitaalmarktgebaseerde omgeving in de Verenigde Staten vaak wordt genoemd, maar fundamenteel verschilt van de op het bankwezen gebaseerde omgeving in de Europese Unie en niet dient te worden gekopieerd of als model dient te fungeren; overwegende dat de kapitaalmarktenunie gelegenheid biedt om de kapitaalmarkten in de Europese Unie te versterken als aanvulling op financiering via banken; overwegende dat in de VS na de financiële crisis leningen door banken aan ondernemingen een grotere vlucht hebben genomen dan kapitaalmarktgebaseerde financiering;
D. whereas the capital market in the Union remains fragmented; whereas the Capital Markets Union (CMU) potentially offers a valuable framework to safeguard equal access to finance for SMEs throughout the EU and to promote innovative venues for market-based funding; whereas specific shortages of credit to SMEs and micro enterprises derive also from economic instability and a lack of targeted solutions for the real economy; whereas the capital-market-based context in the United States is often cited, but fundamentally differs from the banking-based EU context, and should not be copied or used as a template; whereas the CMU is a chance to strengthen capital markets in the EU as a complement to banking-based finance; whereas in the US, following the financial crisis, bank lending to corporates has developed stronger than capital markets based financing;

A. overwegende dat de commissaris voor Financiële Stabiliteit, Financiële Diensten en Kapitaalmarktenunie op 30 september 2015 het actieplan voor de verwezenlijking van de kapitaalmarktenunie heeft gepresenteerd, waarin het stimuleren van effectiseringen en de grensoverschrijdende financieringen centraal staan;
A. whereas, on 30 September 2015, the Commissioner responsible for financial stability, financial services and the Capital Markets Union presented an action plan for implementation of the Capital Markets Union, seeking to achieve two main objectives; revitalisation of the securitisation market and cross-border financing;

13. dringt erop aan dat de kapitaalmarktenunie snel invulling krijgt en in werking wordt gesteld, zodat deze steun kan bieden aan de ontwikkeling door de industrie van Europese markten voor onderhandse effecten en aan de benutting van langetermijninvesteringsfondsen; gelooft dat een succesvolle kapitaalmarktenunie de versnippering van de financiële markten in de EU zal verminderen en op die manier zal bijdragen tot het terugdringen van de financieringskosten;
13. Calls for the Capitals Markets Union to be rapidly implemented and made use of in order to support industry-led work in developing European private placement markets and supporting the take-up of long-term investment funds; believes that a successful Capital Markets Union will reduce fragmentation in the EU’s financial markets, thereby helping reduce the cost of funding;

39. is verheugd over het idee van een kapitaalmarktenunie (Capital Markets Union, CMU) en verwacht dat de raadplegingen tijdig en coherent worden afgerond; benadrukt dat een cumulatieve effectbeoordeling van de economische wetgeving moet worden uitgevoerd om inconsistenties in de wetgeving die een belemmering voor een kapitaalmarktenunie kunnen vormen, op te sporen, waarbij speciale aandacht moet worden besteed aan kmo's en midcap-ondernemingen; vraagt dat elk voorstel voor bijkomende wetgeving aan een nauwkeurige effectbeoordeling en kosten-batenanalyse wordt onderworpen waardoor ervoor wordt gezorgd dat voorstellen alleen worden gedaan als de bedoelde gevolgen niet zonder wetgeving kunnen worden bereikt;
39. Welcomes the idea of a Capital Markets Union (CMU), whilst expecting a timely and coherent conclusion to the consultations; stresses the need to perform a cumulative impact assessment of economic legislation in order to identify legislative inconsistencies that would act as barriers to a CMU, with special consideration given to SMEs and mid-caps; calls for any proposals for additional legislation to be subject to a thorough impact assessment and cost-benefit analysis, ensuring that proposals are only made if the intended effects cannot be achieved by non-legislative means;
