whereas the European countries and the EU itself are major contributors to the UN system, notably in providing financial support for UN programmes and projects; whereas France, Germany and the UK are the largest European contributors to the budget for UN PKOs; whereas the EU Member States are collectively the largest contributor to the UN’s peacekeeping budget, with about 37 %, and are currently contributing troops to nine peacekeeping missions; whereas, in addition, in 2014 and 2015 EU financial commitments to the AU totalled EUR 717,9 million and AU contributions amounted to just EUR 25 million; whereas European countries contribute only about 5 % of UN Peacekeeping personnel, with 5 000 troops out of a total of some 92 000; whereas, however, France, for example, trains 25 000 African soldiers each year and separately deploys over 4 000 personnel in African PKOs.

whereas the EU’s role needs to be seen in the context of the contributions made to PSOs by numerous countries and organisations; whereas, for example, the US is the world’s largest financial contributor to UN peacekeeping operations and provides direct support to the AU through its African Peacekeeping Rapid Response Partnership, as well as approximately USD 5 billion in support of UN operations in the Central African Republic, Mali, Côte d’Ivoire, South Sudan and Somalia; whereas these various sources of funding are coordinated by the African Union Partners Group on Peace and Security; whereas China has become an active participant in UN peacekeeping operations and the Forum on China-Africa Cooperation includes the AU Commission; whereas, after Ethiopia, it is India, Pakistan and Bangladesh that are the largest providers of personnel for UN peacekeeping.

Calls on the EU Member States to sign up to, and ratify, the core Council of Europe and United Nations human-rights conventions and the additional optional protocols: among others, the European Social Charter (revised), the Convention on Action against Trafficking in Human Beings, the Framework Convention for the Protection of National Minorities, the European Charter for Regional or Minority Languages of the Council of Europe, as well as the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the UN Convention relating to the Status of Refugees, the UN Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, the UN Convention on Organised Crime and its two protocols against human trafficking and smuggling, the UN Convention on the Elimination of All Forms of Discrimination against Women, the UN Convention on the Rights of the Child and the UN Convention on the Rights of Persons with Disabilities; furthermore, suggests that, in the European legislative process, more account be taken of international documents and more reference made to them;

Daarom heeft ze verschillende maatregelen goedgekeurd om de rol van de VN als coördinator van internationale humanitaire hulpacties te versterken. First, the Commission has allocated more than 50% of its humanitarian aid in support of the UN's Consolidated Appeal Process; second, the Commission has allocated more than € 6 million to UN agencies directly responsible for co-ordination of humanitarian aid; third, ECHO has funded the setup of Humanitarian Information Centres put in place by OCHA (the United Nations Office for the Coordination of Humanitarian Affairs) and has actively participated (and has requested its partners to participate) in overall and sector field co-ordination meetings.

As confirmed by UNSCR 1546, the UN will draw on its considerable experience in Iraq before the war and and on the work begun by UN Special Envoy Sergio De Mello before the tragic attack on UN headquarters in Baghdad last year and continued by Special Envoy Lakhdar Brahimi, to play a key role in helping the Iraqis to move through their political transition The EU should therefore continue to support the UN in playing this leading role and ensure that its actions to assist Iraq are well coordinated with that organisation.

Raamovereenkomsten met de belangrijkste internationale gouvernementele en niet-gouvernementele organisaties, bijvoorbeeld de VN (VN-ontwikkelingsprogramma, VN-afdeling voor verkiezingsondersteuning, VN-vrijwilligers), de OVSE/ODIHR, OAS en International IDEA kunnen worden overwogen als men denkt dat deze echt meerwaarde opleveren.
Framework agreements with the main international governmental and non-governmental organisations e.g. the UN (UNDP, UN Electoral Assistance Department, UNV), OSCE/ODIHR, OAS and International IDEA could be considered if they were thought to add real value.
