Als alle mogelijkheden in 2017 volledig ontsloten zijn, kan m-gezondheidszorg 99 miljard EUR besparen op kosten voor de gezondheidszorg.

Toch kan worden vastgesteld dat de kosten voor de gezondheidszorg overal voor een groot deel door de overheid worden gedragen. In het land met de laagste overheidsbijdrage (Italië), is deze nog altijd goed voor circa 56% van de uitgaven van de gezondheidszorg, terwijl dat in het Verenigd Koninkrijk bijna 84% is.
It is nevertheless clear that public-sector funding makes up a significant proportion of health expenditure in all the EU Member States: this proportion being lowest in Greece although it still represents 56% in that country, and rising to nearly 84% in the United Kingdom.

41. Acknowledges the Commission’s intention to contribute to making care and cure systems more cost-efficient; emphasises, however, that the continuous increase in overall healthcare and social support costs cannot be attributed to an ageing population alone; acknowledges that the increasing prevalence of chronic diseases play a substantial role in rising healthcare and social support costs, however, notes that where the burden of healthcare costs is increasingly borne by the individual this is likely to create a vicious circle whereby people’s health and wellbeing are put at risk as they might be compelled to reallocate their often limited resources or when they have to postpone, abandon or even refrain from treatment, assistance and adequate nutrition, which in turn might lead to ever greater healthcare and social support costs both to the individual and to the society;

4. 4. The costs of cross-border healthcare shall be reimbursed or paid directly by the Member State of affiliation up to the level of costs that would have been assumed by the Member State of affiliation, had this healthcare been provided in its territory without exceeding the actual costs of healthcare received.

Patiënten moeten de garantie krijgen dat de kosten van die gezondheidszorg ten minste tot hetzelfde niveau worden ten laste genomen als wanneer dezelfde gezondheidszorg in de lidstaat van aansluiting zou zijn verleend.
Patients should enjoy a guarantee of assumption of the costs of that healthcare at least at the level as would be provided for the same healthcare, had it been provided in the Member State of affiliation.

De lidstaat van aansluiting kan evenwel besluiten, voor zover dit gerechtvaardigd is om dwingende redenen van algemeen belang betreffende de volksgezondheid, de terugbetaling van de kosten van grensoverschrijdende gezondheidszorg te beperken om redenen die verband houden met de kwaliteit en de veiligheid van de verleende gezondheidszorg.
However, the Member State of affiliation may choose to limit the reimbursement of cross-border healthcare for reasons relating to the quality and safety of the healthcare provided, where this can be justified by overriding reasons of general interest relating to public health.

4. De kosten van grensoverschrijdende gezondheidszorg worden door de lidstaat van aansluiting overeenkomstig de bepalingen van deze richtlijn vergoed of rechtstreeks betaald tot het bedrag dat vergoed zou worden indien de gezondheidszorg in de lidstaat van aansluiting zou zijn verleend; het vergoede bedrag is echter niet hoger dan de feitelijke kosten van de ontvangen gezondheidszorg. De lidstaten kunnen beslissen om andere, daarmee samenhangende kosten, zoals therapeutische behandeling en verblijfs- en reiskosten, te vergoeden.
4. The costs of cross-border healthcare shall be reimbursed or paid directly by the Member State of affiliation in accordance with the provisions of this Directive up to the level of costs that would have been assumed by the Member State of affiliation, had this healthcare been provided in its territory without exceeding the actual costs of healthcare received. Member States may decide to cover other related costs, such as therapeutic treatment and accommodation and travel costs.

4. De kosten van grensoverschrijdende gezondheidszorg worden door de lidstaat van aansluiting vergoed tot het bedrag dat vergoed zou worden indien de gezondheidszorg in de lidstaat van aansluiting zou zijn verleend; het vergoede bedrag is echter niet hoger dan de feitelijke kosten van de ontvangen gezondheidszorg.
4. The costs of cross-border healthcare shall be reimbursed by the Member State of affiliation up to the level of costs that would have been assumed by the Member State of affiliation, had this healthcare been provided in its territory without exceeding the actual costs of healthcare received.

14. dringt er bij de lidstaten met het oog op de stijgende kosten in de gezondheidszorg op aan meer voorzieningen te treffen, b.v. in de vorm van nieuw in te voeren technologieën, gerichte voorlichtingscampagnes, een efficiënt beheer van de gezondheidszorg, het opzetten van referentiecentra of grensoverschrijdende samenwerking, ten einde nu en in de toekomst voor iedereen een kwalitatief hoogwaardige gezondheidszorg te kunnen garanderen en daarnaast tevens op middellange termijn kostenbesparingen te kunnen realiseren; spoort de lidstaten en de Commissie er tevens toe aan, na raadpleging van de gezondheidssector en van patiëntengroeperingen richtsnoeren vast te stellen om iedereen gelijke toegang tot geneesmiddelen en medische hulpmiddelen te waarborgen, en er daarnaast rekening mee te houden dat de kosten in de gezondheidszorg - afgezien van de verantwoordelijkheid van de overheid - ook door een grotere solidariteit tussen generaties en binnen families en door onderlinge bijstandsverlening op lokaal niveau kunnen worden gereduceerd;
14. Calls on the Member States, in view of the rising costs of health care, to take reinforced measures - such as the use of new technologies, targeted information campaigns, efficient health service management, expansion of reference centres or cross-border cooperation - aimed at delivering high-quality health care for all now and in future and at the same time securing cost savings in the medium term; and urges the Member States and the Commission to issue guidelines after consulting industry and patient groups to provide equal access for all to medicines and medical products and furthermore to take into consideration that health care costs could be reduced not only by government action, but also by greater solidarity between generations and in families and mutual assistance measures at local level;

G. whereas the ageing of the population, developments in medical technology and rising demand for health care services have led to a significant increase in the costs of health care and care for the elderly, which means that all of the Member States are today faced with the problem of how to control, and cover, the costs of health care,
